About this role:

Calian Health is seeking a Preventive Medicine Technologist with an interest in providing health services to Canadian Armed Forces members in their exclusive clinic located on Canadian Forces Base, Comox B.C.

Occupational Health Services Technologists possess specialized expertise, knowledge, and skills in the areas of occupational health, and safety. Their main roles are to develop and deliver programs that will assist in conserving life, health and property. This is accomplished through the identification of health and safety hazards in the work environment and recommending corrective action. The Occupational Health Services Technologist functions as part of the healthcare team by performing inspections of DND facilities based on established schedules to monitor compliance with laws, regulations, and policies and preparing reports outlining status and recommended courses of action. Occupational Health Services Technologists are required to wear appropriate PPE in order to perform duties in a safe manner.

EDUCATION / QUALIFICATIONS

All Occupational Health Services Technologists must have:

A certification in occupational health and safety from one of the following:

Occupational Health and Safety Technologist (OHST) with the Board of Certified Safety Professionals, USA;

Registered Occupational Hygienist (ROH) or Registered Occupational Hygiene Technologist (ROHT) with the Canadian Registration Board of Occupational Hygienists; or

Certified Industrial Hygienist (CIH) with the American Board of Industrial Hygiene or Conseil canadien d'agrement des hygienists du travail (CCAHT) ; and

A valid provincial drivers' licence (while access to DND vehicles and drivers may be provided, Occupational Health Services Technologists should be prepared to use their Privately Owned Motor Vehicle (POMV).

EXPERIENCE

The Occupational Health Services Technologist must, as a minimum, have 2 years of experience:

delivering occupational health and safety services within an environmental health program as an Occupational Health Services Technologist;

applying federal and provincial environmental health and occupational health and safety legislation;

carrying out environmental or occupational health and safety investigations; and

writing technical reports in the areas of environmental, occupational health, and safety.

TASKS

The required tasks for this occupational group include the following:

conduct occupational health surveys and inspections related to the Canadian Forces Respiratory Protection Program, found at DAOD 5021-1 http://www.admfincs-smafinsm.forces.gc.ca/dao-doa/5000/5021-1-eng.asp

CF Health Services Group Instruction 4440-01, Chemical Hazards Surveillance Program found at Appendix 24, and other occupational health programs for DND and CF facilities;

conduct work site occupational health walk-through, surveillance, and compliance inspections at DND and CF facilities;

conduct occupational health survey inspections including:

collect samples, e.g. air, soil, and perform laboratory analysis;

interpret and analyze sampling data;

liaise with accredited analytical laboratories as well as government and civilian regulatory agencies; and

recommend administrative and engineering control measures to ensure workplace compliance with the Canada Labour Code. * prepare and submit occupational health survey reports for each inspection to the Task Manager within 30 calendar days of the inspection date. Reports must include:

executive summary of analysis and recommendations;

purpose of investigation;

relevant laws, regulations, and policies;

sampling methodology;

sampling results;

analysis;

discrepancies observed; and

recommendations to achieve compliance.

provide information and recommendations to senior medical authority on occupational health matters including associated legislation, regulations, policies and directives;

participate in briefings to senior management;

operate, calibrate and maintain occupational health sampling equipment and monitors and lab equipment;

maintain and order occupational health related products and consumable supplies;

language of work may be French and/or English, depending on geographic location;

the work may be carried out in various environments and the person may be exposed to high noise levels, heat, cold and wet/slippery conditions, and occupational hazards. These conditions will not exceed what would normally be expected for the occupation in any atypical environment that are accessed by DND civilian/CAF members. Expendable PPE (i.e. ear protection, eye protection, respiratory mask cartridges) will be provided by DND. Non-expendable PPE (i.e. CSA approved footwear and full face respirator when required by the nature of the DND space/facility being entered) will not be covered by DND. Any requirement for full face respirators will require fit testing to determine the appropriate manufacture, model and size to comply with DND workplace safety standards. Fit retesting will be done in accordance with DND policy. While the contractor is responsible for the provision of the non-expendable PPE, DND will provide the expendable cartridges for the respirator. Furthermore, different respiratory cartridges are required for different work environments/toxins and will be provided by DND;

be prepared to travel (locally and off base to other work locations within the unit's area of responsibility) in the conduct of their duties; and

other associated tasks relevant to this occupational group.

DELIVERABLES

The required deliverables relevant to this occupational group IAW the required tasks are as follows:

written reports on evidence-based injury prevention program, policies, standards and guidelines with a description of the organized scientific literature searches and how quality resources were retained and used in the report;

printable education material such as information sheets, brochures and articles that use simple language to communicate in a practical way existing injury prevention scientific references and/or military statistic;

injury prevention educational material adapted to military personnel (i.e. PowerPoint presentations, participant manuals) using up-to-date scientific literature;

report on the impact of injury prevention and active living education sessions delivered to health promotion personnel, military health care personnel and/or military members;

written reports that provide recommendations of injury prevention and active living programs; and

written progress reports, the first week of each month, based on the approved work plan.

The clinic is open from 7:30 am to 4pm. There is no evening or weekend work required.
