Position Summary: The Manager, Occupational Health Services is responsible for promoting employee health, wellness and safety to enable employees to attend to work. This includes conducting health surveillance programs, promoting illness/injury prevention and health education programs. In collaboration with leaders and professional peers, the incumbent has a key role in disability management, infection control, environmental safety and health, workplace hazards detection and development of workplace health strategies. The Manager, Occupational Health Services is accountable for the Occupational Health Services team, and for the quality and delivery of Occupational Health Services. They report to the Senior Manager, Human Resource Services, and clinically collaborate with other workplace leaders. They follow regional, national and professional standards and best practices. Qualifications: Educational:

  • Nursing Diploma is required
  • Successful completion of an Occupational Health Certificate is required
  • Baccalaureate Degree in Nursing is an asset
  • Canadian Nursing Association (CNA) certification in Occupational Health Nursing is an asset
  • WRHA Health Services Management Certificate is an asset
Professional:
  • A current active practicing registration with the College of Registered Nurses of Manitoba (CRNM) is required
  • Experience assuming responsibility for enhancing organizational knowledge of occupational health theory and practices, including developing communication plans
  • Experience supporting and participating in research related to occupational health wellness
  • Critical Incident Stress Management debriefing training/experience is an asset
  • Experience in Human Resources Management
  • Experience in project management, program planning, development and evaluation
  • Financial and budgeting experience
Clinical:
  • Five years nursing experience is required, three of which were spent preferably in occupational health, public health or injury prevention setting
  • Minimum of three years disability/case management experience required
  • Clinical competence
  • Strong knowledge of occupational health and infection control issues within a healthcare environment
  • Strong understanding of infection control principles/practices
  • Solid understanding of required immunizations in particular within the Healthcare Sector
  • Pandemic Planning experience is an asset
  • Strong understanding of safety/health legislation
  • Demonstrated ability for proactive approaches to injury reduction
  • Experience advocating for health promotion
Personal:
  • Ability to effectively deal with all levels of staff in a supportive, positive manner
  • Demonstrated integrity, ethical conduct, reliability and initiative.
  • Ability to collaborate with all levels of management and Human Resource Services staff and provide sound advice and recommendations
  • Previous experience in a formal supervisory or leadership role required (i.e. including the responsibility to lead selection processes, train and direct staff, provide feedback, lead performance change, etc.)
  • Demonstrated analytical, conflict resolution and problem solving skills
  • Ability to support interests of the employee and the manager to provide client-focused care and services
  • Promotes and observes confidentiality practices as related to employee personal health information
  • Ability to prioritize workload, recognizes limitations of own abilities and seeks direction and consultation as necessary
  • Excellent interpersonal, written and verbal communication skills

Duties and Responsibilities: Clinical Care Management Consistent with the Mission, Philosophy and Policies of St.Amant, occupational nursing standards, practices and safety and health legislation. The Manager, Occupational Health Services engages in activities that promote a positive, safe and healthy work environment and provides quality professional services as summarized below. Duties include:
  • The Manager leads and is responsible for the performance and well-being of the RTW/Case Management Specialist, the Occupational Health Services Nurses, the Occupational Health Consultant and the Occupational Health Administrative Assistant.
  • Leads the day-to-day operations of all Occupational Health functions including the Immunization and Tuberculin Testing Program and Case Management Program
  • Provides case management support/coverage
  • May be involved in providing health-related counseling to encourage and support regular attendance
  • Acts as a resource for managers and employees in attendance management program relative to injury and illness management
  • May participate on the Workplace Safety & Health Committee as a consultant to advise on safety and health matters, to assess or identify potential or actual health environment issues, and to provide recommendations to resolve such concerns
  • When required, conducts employee injury scene investigations in collaboration with Manager, Safety, Security & Risk
  • Coordinates with Risk Management regarding organizational health and safety programs
  • Provides clinical guidance to managers related to staff health and wellness
  • Supports reviewing of new hire requirements/practices that are consistent in health industry
  • Follows up on employee communicable disease exposures (Blood and Body Fluid exposures)
  • Participates in monthly Regional Occupational Health Nurse meetings and shares updates with the organization as needed
Human Resource Management & Safety: The Manager, Occupational Health Services works in collaboration with Human Resource Services to ensure following duties are maintained in a safe, respectful and effective manner. Duties include:
  • Recruits, interviews and hires staff in accordance with Occupational Health needs, guidelines and contractual obligations.
  • Provides initial orientation and training to new staff; ensuring that core competencies are achieved and maintained.
  • Ensures that staff are aware of expectations of their roles and responsibilities.
  • Identifies areas in which staff require further training and arranges educational and instructional programs to address areas of improvement.
  • Creates a supportive and cohesive work environment within the department by ensuring effective communication and promoting teamwork and collaboration
  • Communicates with the Senior Manager, HRS on a regular basis to keep apprized on status of routine activities, special projects, identifying challenges and successes
  • Coordinates the Occupational Health Services Nurses\' assignments and relevant services
  • Coordinates the scheduling of vacations with Occupational Health Services to ensure optimum supports during vacations
  • Provides direction, supervision and assistance to the Occupational Health Services staff, including formal and informal feedback. This includes coordinating regular formal performance appraisals
  • Ensures that policies, procedures, protocols and guidelines are current, available and adhered to.
Financial Resource & Facility Management: The Manager, Occupational Health Services is responsible and accountable to budget assigned to cost area; as well as ensures area has required resources to carry out required roles and responsibilities. Duties include:
  • Manages the Occupational Health Services cost centre and prepares annual budget for approval
  • Optimizes the use of existing occupational health resources (human, equipment, supplies and funds)
  • Interprets and uses the financial and workload reports and trend information to make decisions about staffing levels, services offered, equipment purchases, etc.
  • Assesses Occupational Health needs and provides recommendations regarding the procurement, allocation, distribution and efficient utilization of all Occupational Health resources.
  • Identifies and communicates capital equipment needs to the Senior Manager, Human Resources
  • Uses time management strategies and self-organization practices to complete responsibilities in an effective, efficient manner
