To provide strategic advice and support to the Director on a range of sectional, divisional, and corporate projects, initiatives and issues. Provides work direction to staff as required and supports the units within the section with coordination and oversight of the section's strategic initiatives, business plans, projects, work plans and working in collaboration with other sectional/divisional staff, and/or other City divisions, external stakeholders/organization and at times, other levels of government.
Major Responsibilities:

• Provides work direction to staff and oversees assigned projects, ensures effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Assists units with evaluations, process, sustainment, communications, best practices, and other related continuous improvement initiatives

Ensures that project scope, budget, expenditures, resources and schedule are controlled and reviews, tracks and evaluates consultants and/or contractors to manage progress and performance related to the delivery of assigned projects. * Directly develops and manages projects assigned by the Director related to section, division, and/or corporate strategies and issues.

• Provides oversight and coordination of the section's Strategic Initiatives portfolio, including discrete progress tracking and reporting, and assists the section's management team as required to ensure the successful and timely delivery of related strategic projects.
• Provides oversight of section/unit work plans, including triaging and coordinating time sensitive items, and monitoring progress on key initiatives to ensure critical timelines are met
• Provides support on special projects requiring section or individual unit, multi-unit, cross-section and/or multi-divisional coordination.
• Drafts/develops/reviews reports, briefing notes, presentations and other materials for the Director, senior management team, and/or Committees/Council on section, division, and corporate issues, projects and related matters.
• Develops scope, business/technical requirements, evaluation criteria, etc. for complex procurement documents as required for assigned projects and leads related evaluation and contract negotiation teams.
• Executes and documents contract management activities for contracts associated with assigned projects using the Solid Waste Contract Lifecyle Management Framework
• Participates on various working groups, committees, task forces and community engagements/ consultations as a section and/or divisional representative.
• Manages the review and submission of all section Staff Action/Information reports and attends strategic meetings on the topics, as required, to ensure the interests of the section and/or division are represented in a coordinated fashion.
• Acts as the section's liaison between the Office of the Mayor, Councillors' offices, the Deputy City Manager's office, and the Director's office as required.
• Conducts extensive research, effectively gathers relevant information and data, and performs complex quantitative and qualitative analysis in support of informing and/or developing recommendations to the Director and/or senior management team members on a wide range of topics and issues.
• Identifies and monitors emerging issues relevant to the section's areas of accountability and responds to opportunities or unplanned events.
• Ensures that the Director is fully briefed on matters, in a timely, accurate and comprehensive manner.
• Acts as the Director's designate as required at meetings with key internal/external stakeholders, Councillors, and other orders of government.
• Resolves policy and administrative issues on behalf of the Director by liaising directly with senior staff across the organization.
• Manages the development and ongoing maintenance of section/unit profile, roles and responsibilities and business continuity documentation in collaboration with the section's management team
• Provides support with planning, developing and executing recruitment plans and onboarding activities including the development and maintenance of section and/or unit specific documentation/materials as needed.
• Develops and maintains all intranet content associated with the section and underlying units in collaboration with section management team.
• Maintains a continuous and thorough knowledge of current section, divisional, cluster and corporate issues and initiatives, as well as policies and procedures relevant to the section's areas of accountability.

Key Qualifications:

• Post-secondary education in a relevant professional discipline (i.e., Public Administration, Environmental Sciences, Business Administration, Engineering, Planning, Project Management, Finance, or an equivalent combination of education and/or relevant experience). Solid Waste Management experience and post graduate education considered an asset.
• Extensive project and change management experience leading complex, multi-disciplinary projects and project teams in a fully accountable capacity from inception to completion.
• Considerable strategic planning/policy development and analysis experience in a complex public or private sector organization. Previous governmental experience considered an asset.
• Considerable financial management experience including interpreting financial data, conducting complex financial analysis and projections, producing financial summaries/reports, and developing/managing operating and/or capital budgets for assigned projects/program area(s).
• Considerable experience coordinating and preparing politically sensitive, complex analysis, reports, briefing notes, and other formal communications for members of Council/Committees, senior leadership and/or external audiences including conducting extensive research and analysis, and coordinating stakeholder input to inform content, rationale and recommendations.
• Experience with complex procurements, including developing scope, business requirements, and participation on evaluation teams, etc., coupled with experience managing resulting contracts and related contract management activities.
• Experience in a team lead capacity with a track record of innovative and results oriented leadership, and a focus on supportive work environments that foster collaboration, teamwork and success.
• Knowledge of municipal government operations, approval processes and political structure and ability to deal effectively throughout all levels of the organization, political representatives, consultants, contractors and the public.
• Proficient using a variety of computer platforms and developing formulas and data analysis, including MS Office, Excel, SAP, SharePoint, Outlook, PowerPoint, digital asset management systems, various databases, or other equivalent or similar software programs.
• Ability to produce concise, accurate and effective reports, presentations and recommendations often under severe time constraints.
• Ability to work independently and as part of a collaborative team in a highly demanding work environment with many competing priorities and deadlines.
• Ability to establish effective working relationships with all stakeholders, senior level staff, outside agencies, politicians and other orders of government.
• Ability to identify needs, initiate, co-ordinate and manage the implementation of solutions in response to issues.

• Sound judgement with an ability to work independently on confidential and sensitive matters with minimum supervision.

• Familiarity with the Occupational Health and Safety Act and its regulations and Employee Relations and Local 79 and 416 Collective Agreements.
