Parks and Recreation Division is hiring for 1 Policy Development Officer.
Major Responsibilities:
Policy Development: Research, Analysis and Reporting
Develops system-level policies and strategic plans and projects for PFR Division in alignment corporate and divisional priorities.
Conducts research, monitors developments in the field and integrates results into the formulation of responsive policy and/or program recommendations to Council, senior management and other levels of government.
Monitors other orders of government and non-government organizations, academic and research bodies and local communities to ensure ongoing awareness of existing and evolving issues.
Project Management
Provides leadership and support in the development of Division-wide policies, strategies and implementation plans.
Leads multi-stakeholder teams, often without direct authority, to successfully complete and deliver complex research, analysis, consultation and policy development products, using effective negotiation, collaboration, coaching and influencing skills.
Responsible for a portfolio of diverse policy files of varying degrees of complexity, delivering high quality results, meeting deadlines and managing competing demands independently and with limited oversight.
Relationship Building and Communication
Stewards, leads or coordinates PFR's role in strategic corporate initiatives. Partners with other divisions to expand opportunities and interdivisional efforts that impact PFR.
Makes presentations to senior leadership, directors and other key decision makers and stakeholders within the Division.
Cultivates and maintains effective working relationships with other City staff, elected officials, community groups and external stakeholders regarding the development and implementation of City of Toronto policies and programs.
Deals with confidential and sensitive information affecting operations, assets and resources.
Key Qualifications:
Your application must describe your qualifications as they relate to:
Post-secondary education in a related discipline (e.g. public policy/public administration, Indigenous studies, social sciences) or an equivalent combination of education and experience.
Extensive experience in leading all aspects of strategy development and policy design in a government environment or comparable environment.
Experienced guiding the implementation of policy at operational levels.
Ability to succinctly articulate insights and present information--spoken, visual, and written--across all levels of management.
Exceptional leadership, negotiation and collaboration skills and the ability to lead cross-disciplinary teams without direct authority, to balance political, community and other stakeholder interests and to resolve conflicts.
Ability to work independently and under pressure to meet deadlines.
Political acuity with an exceptional ability to handle sensitive and confidential situations with diplomacy.
Considerable knowledge of the City of Toronto parks and recreation portfolio and operational context.
Strong knowledge of some or all of the following: equity, diversity and inclusion issues; anti-racism and anti-oppression; reconciliation; environmental resilience and sustainability; community development; parks design or planning.
