The Land Title and Survey Authority of British Columbia (LTSA) is looking to hire a Policy and Program Analyst to join our Policy and Legal Services division!

What you'll do:



The Policy and Program Analyst works with the Director of Land Titles, LTSA Managers and consultants as necessary, to identify, manage, and ensure timely execution of policy development and issues. This role provides consultative, technical and program administration to land title operations. This position handles matters requiring confidentiality, good judgment and discretion.



Key Responsibilities and Accountabilities



Policy support:



Identify and analyze complex land title policy issues, both current and emerging, and their implications for the LTSA and stakeholders; Assist in developing or reviewing land title policy documents by researching topics, drafting policy documents, amendments, and briefing notes; Assist in land title policy implementation at the internal and provincial levels; Identify opportunities to move land title policy development/issues forward; Ensure follow-up actions are completed and land title policy development/issues are implemented; Provide regular updates and report on land title policy development/issues to the Director of Land Titles and senior management; Participate in meetings that will provide insight into land title policy development/issues; Ensure communication of land title policy development/issues to relevant internal and external groups, under the direction of the Director of Land Titles.

Program Administration:



Develop procedures for implementation and evaluation of land title related plans or programs; Establish land title program goals and objectives; develop guidelines; develop schedules, priorities, standards and evaluating activities; Prepare customized reports and review with senior management on a monthly basis; Record and prepare minutes for meetings such as Legal Professionals Advisory Committee (LPAC) meetings; Prepare reports, presentation and meeting materials for meetings and conferences (e.g., Canadian Council of Land Title Officials Conference and Registrars of Title Conference annual reports;

Education and Experience



Post-secondary degree or diploma in Business Administration, Public Administration, or equivalent combination of education, training and experience; Minimum 5 years' experience working in a BC land title office Experience researching and analyzing policy issues as well as drafting policy documents; Experience handling confidential and sensitive matters and dealing with members of Executive, Board, and other officials or legislative bodies.

Knowledge, Skills, and Abilities



Superior analytical skills and understanding of land title policies and practices; Advanced knowledge of computerized data systems, including Microsoft Office Suite, and other specialized applications with proven ability to retrieve data and produce/edit a variety of reports; Advanced knowledge of budgets and basic accounting procedures; Self-starter with ability to organize work effectively and independently; Excellent verbal and written communication skills; Ability to develop and maintain collaborative and effective working relationships with stakeholder groups, management and operational staff, inside and outside the LTSA; Ability to monitor and manage status of projects and/or project components to deliver on outcomes; Ability to organize and manage workloads taking into consideration changing priorities, tight deadlines and volume of work; Ability to work with diplomacy, tact and good judgment.

We are dedicated to transparency in our hiring process. $78,800 - $98,500 annually, reflects a reasonable expectation for pay for the position depending on qualifications and experience. This compensation is specific to the role within our organization and takes into account a wide range of factors that are considered in making compensation decisions including but not limited to job-related skills, experience and relevant training or education, business and organizational needs.
