The Policy and Strategic Priorities Division (PSP) is primarily responsible for the development of a policy and planning framework for the department to support the development of Manitoba's technology sector with workforce development, economic development, and investment attraction to the province.

Qualifications:
Essential:
Post secondary education in Public Administration, Business Administration, Communications, or a related discipline, a combination of education, training and experience deemed equivalent may be considered.
Experience with leading legislative development, managing regulatory initiatives, and aligning policy frameworks with government priorities.
Experience as a leader creating and leading collaborative teams, and building individual and team capacity to support engagement and performance.
Experienced in fostering innovation, implementing strategic solutions, and managing change effectively.
Supervisory experience with human resource functions (i.e. recruitment, coaching, mentoring and performance management of staff).
Knowledge of financial management and budgets.
Excellent political acumen demonstrated through experience providing strategic advise to senior leaders on complex and sensitive issues.
Exceptional interpersonal skills for developing and maintaining strong relationships with internal and external partners.
Proven ability to translate strategic priorities into actionable operational and business plans, with expertise in strategic performance management and measurement systems.
Strong analytical, problem solving and decision-making skills.
Strong written communication skills, including the ability to write politically sensitive and confidential materials for senior leaders.
Duties:
Reporting to the Executive Director, the Director of Policy and Legislation is responsible for leading legislative development, managing regulatory initiatives, and aligning policy frameworks with government priorities. As a senior leader within the division, the position oversees the complete development and coordination of the department's legislative framework, offers high-level policy advice to the Deputy Minister, Minister, and other senior executives, and presents legislative proposals to Cabinet committees. The role involves comprehensive planning and research efforts to guide legislative changes and exercises independent judgment in balancing cross-departmental priorities, legal considerations, and evolving policy issues.
