Position: Policy AnalystDivision: City Clerk\'s OfficeDepartment: City Clerk\'s OfficeTerm: 1 Temp Full Time position available for approximately 24 months.Closing Date: 10/04/2024Labour Group: SCMMAPosting: 3643Job SummaryThis position performs functions related to developing and maintaining policy tools for a wide range of internal and public matters. Working with process owners and managers, this role facilitates process identification and mapping, conducts research and analysis, and writes reports and draft policy documents. These activities support the City of Saskatoon\'s pursuit of excellence in public service delivery.Duties & Responsibilities

  • Establish, implement, maintain, and improve the policy tool management processes.
  • Develop and deliver educational materials to support the policy tool management processes, including how to create, assess, review, and modify policy tools.
  • Advise on appropriate policy tool applicability and type, such as policy, standard or procedure.
  • Facilitate process identification and mapping sessions to determine what documents are needed and their core content.
  • Facilitate policy tool development sessions with a variety of subject matter experts to assess needs and accurately interpret technical content for policy development and reporting.
  • Write and edit policy tool documents.
  • Provide technical writing expertise and guidance.
  • Maintain the processes utilizing software tools for document management and control.
  • Coordinate the policy tool review and approval process, including periodic reviews, for documents that apply to most or all of the corporation.
  • Analyze data to identify trends, strengths, and weaknesses in current policies.
  • Conduct research, benchmarking, and consultation with other municipalities to support policy development.
  • Draft reports related to policy recommendations including creation, revision, and repeal of policies.
  • Contribute to change management activities for new and revised policy tools, including communications and training.
  • Provide guidance on setting key performance indicators and monitoring plans for new and revised policy tools.
  • Contribute to collection, analysis, and maintenance of data to support policy tool effectiveness.
  • Maintain knowledge of relevant provincial acts and regulations to help ensure statutory and regulatory requirements are met.
  • Perform other related duties as assigned.
Qualifications
  • Degree in public policy, public administration, commerce, business, urban planning, social sciences, or a related discipline.
  • Four to six years\' related experience in business analysis and/or policy analysis.
  • Progressive experience in research, business analysis, policy analysis, or quality management.
  • Certification in change management, project management, or a quality management area would be considered an asset.
  • Excellent skills in business English, technical writing, grammar, and composition.
  • Effective written and verbal communication skills.
  • Intermediate knowledge of Microsoft Word, Power Point, Excel, and SharePoint.
  • Attention to detail and ability to confirm data accuracy.
  • Ability to apply research methods, approaches, and tools such as quantitative and qualitative data collection and analysis.
  • Proficiency in synthesizing complex concepts and information from a variety of sources.
  • Ability to effectively facilitate and bring about collaborative solutions.
  • Ability to problem solve, generate ideas, and make decisions.
  • Ability to design and deliver presentations and training programs.
  • Ability to prioritize competing activities and projects.
  • Effective interpersonal skills, including the ability to relate with all levels of the organization and external contacts.
  • Ability to manage conflicts in a positive and timely manner.
