This role is pivotal to the success and strategy of CaraCo's diverse development portfolio. The Planning & Development Manager supports all acquisitions, planning activities, municipal and related approvals, permits, project compliance, trend analysis and all overall elements of planning and development for CaraCo.
This role reports into the Chief Operating Officer and is based out our head office, 234 Concession St, Kingston, Ontario. We are looking for someone who has strong leadership and communication skills, who understands the importance of collaboration and brings industry knowledge specific to residential and commercial development.
Key Responsibilities
Complete oversite of development applications to all bodies and applicable entities, including but not limited to official plan amendments, zoning by-law amendments, draft plan approvals, site plan approvals, committee of adjustment applications, and plans of condominium. Under this umbrella, this role supports upfront visioning, strategy and preparation of initial submissions, revisions to comments, finalizing any relevant agreements, clearing conditions, and registering site plans, plans of subdivision and condominiums as required.
Effective liaison with consultants, municipal and provincial staff, conservation authorities, politicians, neighbors, and other external stakeholders in obtaining planning approvals.
Review, interpret and analyze a large scope of technical documents, including planning, engineering, legal, and financial. This element of the role supports the identification and strategic direction for any concerns or opportunities, while supporting strategic partnerships with stakeholders in the planning and approval processes.
Strong collaboration skills in consultation with the team to support the preparation, submission, and revision of required reports, and agreements.
This role will also be pivotal in assisting the business in preparation of project pro-forma/budget updates and use other financial models to evaluate concept plans, product mix, and other programmatic options to help inform both project visioning as well as subsequent development applications and sales launch recommendations.
Reporting on KPIs, project adherence, consultations, partner meetings, and progress timelines.
Continued pulse on legislative changes, political and regulatory trends, market dynamics, emerging patterns, and general sector outlook.
A focus and attention on potential acquisitions, and end to end management of the strategic reviews and due diligence around these opportunities.
Collaboration and partnership with internal and external stakeholders, supporting administration and all other duties within the scope, spirit, and purpose of the role.
Requirements and Competency
Diploma or Degree in the area of Urban Planning, Engineering, Real Estate Development, or a related discipline applicable to the role.
Minimum three to five years' experience managing complex planning and development projects
Strong relationship-building and communication skills, with the ability to collaborate effectively with municipal/government officials, community stakeholders, adjacent landowners, and political representatives
Ability to interpret and assess complex legal and regulatory documents, including official plans, zoning by-laws, and development agreements
Skilled in analyzing subdivision layouts, site plans, and technical drawings; AutoCAD proficiency is an asset
Proficiency in financial modeling, budgeting, and quantitative analysis, with a working knowledge of financial accounting principles
Exceptional organizational skills and ability to prioritize and manage multiple projects under tight deadlines
Collaborative team player with the ability to lead or support team initiatives while promoting accountability and cooperation
Advanced proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, Project, and Outlook

Pay: $85,000.00-$105,000.00 per year
