We have an immediate need for an

Equipment Planning Manager

with a background in clinical equipment planning, health care facility construction, project management, and clinical operations within our health authority. You will be responsible for the overall management of a team that is designated for the successful project delivery. The Equipment Planning Manager will oversee the planning, procurement, installation, and commissioning of the clinical equipment and furniture needed for the new facility to be operational and support patient care.

Detailed Overview:

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:




Manages an assigned team in the planning, construction, procurement, installation and commissioning process for capital equipment purchases for Fraser Health; leads the identification of capital equipment requirements and associated budgets for major capital projects including the development, management and execution of medical equipment acquisition strategies and the development of database tools and equipment-specific libraries; works to coordinate and integrate clinical and equipment planning needs for major capital projects across the Organizations; develops and manages an operational and equipment budget for assigned major projects including responsibility for managing project teams and other designated staff internal and external to the Organizations. Responsibilities:
Provides leadership to project teams on the development of capital equipment plans; leads the development of business case plans related to budget planning, forecasting and documentation; liaises with clinical and project planners consultants and various user groups for assigned projects to ensure that working drawings are consistent with the project scope, budget and project design schedules.

Provides consultation and advice on technical equipment as it related to procurement and contract documents and processes including Request for Qualifications (RFQ), Request for Proposal (RFP) and Project Agreements; provides specialized advice on medical equipment-related issues.

Establishes project team by gathering input from stakeholders, identifying needs and skills required; directs and supervises assigned staff by assigning work, orientating staff, developing and implementing appropriate staff development and retention plans; conducts performance evaluations as required; implements discipline up to and including termination, where required.

Develops project equipment budgets within the context of the approved project budget, in collaboration with the Finance Department; monitors project expenditures, reports on variances and makes recommendations to the Project Director to ensure adherence top allocated budgets and expenditures; develops and manages operating and capital equipment tracking for medical equipment by liaising with Finance to ensure capital equipment expenditures and source funding is appropriately tracked.

Manages assigned projects and project development according to approved project charter; implements project plan according to project methodologies to ensure successful and coordinated completion of project components; facilitates consensus with stakeholders as needed to implement project methodologies and project components; makes recommendations to the Project Director to ensure scope of work does not expand without appropriate approval and adjustments to project budget and schedule.

Works closely with senior clinical users to ensure capital equipment requirements and specifications are based on a clear understanding of the clinical requirement for the applicable major capital project; consults with the Project Company and non-P3 design builders and contractors with all equipment and equipment-related issues including submittal review and responses; manages and documents the equipment procurement process of the Lower Mainland Facilities Management and HSSBC Purchasing to ensure clinical needs, standards and project timelines are met.

Manages the relationship with the P3 Project Companies and non-P3 design builders and contractors on all equipment-related issues and acts as a single point of contact for all medical equipment communications on designated major capital projects.

Leads the project team through the project design phases to ensure the facility design accommodates equipment and equipment-related requirements; reviews projects plans to ensure that architecturally significant equipment is supported; performs site inspections to ensure that proper dimension allowances and services have been provided for equipment installations.

Manages the project team and works in conjunction with architectural and engineering consultants to ensure regional standards and safety policies are met and maintained throughout the equipment planning, selection, installation and commissioning phases; oversees the installation of equipment for the assigned project and works with the clinical program and/or users to resolve and/or address on any equipment issues.

Manages the recruitment and professional development of employees through the formal assessment of training needs and development of appropriate training plans; oversees and/or participates in the management of human resources matters, as required.

Determines and creates the work plan and determines resources requirements such as Logistics, Biomedical Engineering and Facilities Management Operations regarding the installation and commissioning activities associated with medical equipment for the assigned capital project.

Prepares regular progress reports for projects and programs and reports to the Managers; chairs regular meetings with assigned Project Leads and Project Assistants to update project status and mentor staff on project management issues; evaluates equipment change requests and tracks/approves equipment changes; escalates matters as required.

Consults on regional strategic equipment planning as it relates to budget planning, evidence-based practice, asset management and forecasting. Qualifications:

Education and Experience





Bachelor of Applied Science (BASc) degree in Biomedical/Clinical Engineering, supplemented with seven (7) to ten (10) years' recent related experience with major capital projects and complex medical equipment, including two (2) years' experience in a supervisor/leadership in a large complex organization, or an equivalent combination of education, training and experience.
