Position Summary: As a member of the senior management team, reporting directly to the CAO, the Planner of Economic Development provides and coordinates planning services to serve the business community, including all manner of development applications and policy development, as well as to provide support to economic initiatives.The Planner of Economic Development is responsible for evaluating & coordinating development proposal reviews, developing the RMaEUR(TM)s position with developers to achieve the RMaEUR(TM)s strategic objectives and application of the Municipal Planning Act as it relates to development and development issues. The position requires extensive knowledge of the Municipal Act, bylaws, legal aspects of planning, enforcement procedures and processes, statutory and non-statutory planning documents as well as the RMaEUR(TM)s strategic plan and development policies.The position is responsible for coordinating development permit applications, determining compliance, organizing projects and communicating with stakeholders.Key Responsibilities: The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position.a~ Performs specialized professional level planning work in the processing of development applications, including all manner of commercial and industrial development applications and policy development.a~ Responds to enquiries and correspondence from businesses, realtors, other municipal departments, consultants, developers and various other groups concerning matters of policy, bylaws and plans governing growth, development and land use control.a~ Coordinates the preparation and execution of restrictive covenants, statutory rights-of-way, easements and development agreements related to zoning and subdivision matters.a~ Carries out on-site inspections relating to assigned projects.a~ Reviews Building Permit applications and Business License applications for compliance with the Zoning Bylaw, Development Plan, Fee Bylaw and any Council planning/land use policy or Land Use Contract governing such application.a~ Writes reports, bylaws and studies related to planning, development applications, land use, development and subdivision matters, development guidelines and associated information materials, including presentation to Council and Public Hearings, as required.a~ Implements and interprets bylaws and plans.a~ Coordinates Public Hearings and information meetings, as required.a~ Maintains and updates inventory of available commercial and industrial land and buildings within the municipality.a~ Develops and maintains relationships with the municipalityaEUR(TM)s business community including the Springfield Chamber of Commerce and Community Futures Winnipeg River.a~ Meets with individuals examining the municipality for business opportunities, and actively promotes the municipality as a location to do business.a~ Liaises with School District, adjacent jurisdictions and other agency staff, as required.a~ Undertakes research and field inspections.a~ Coordinates the operation of a Technical Steering Committee for major development applications, as required.Job Requirements: a~ BacheloraEUR(TM)s Degree in Urban & Regional Planning or an HonoraEUR(TM)s Degree in a Planning related program.a~ Professional Planner (RPP) designation considered an asset.a~ Membership in the Canadian Institute of Planners (CIP) considered an asset.a~ Project Management designation (PMP) considered an asset.a~ A minimum of four (4) yearsaEUR(TM) work experience in a municipal environment is desired.a~ GIS experience is an asset.a~ Extensive experience in the processing of development permits, variance permits, rezoning, subdivision, development agreements and other development applications.a~ Class 5 DriveraEUR(TM)s Licensea~ An equivalent combination of related education and experience may be considered.Working ConditionsThe Planner of Economic Development works primarily in an office environment, but is occasionally required to travel within the Rural Municipality of Springfield and inside the City of Winnipeg for meetings, inspections or related events. Workload is frequently unpredictable and may require overtime that includes evening Council, Committee of the Whole and community forum meetings.Exposure to a variety of other hazards and adverse weather conditions is to be expected. Appropriate clothing, safety footwear, headgear and protective devices must be worn and used as circumstances necessitate.Job Types: Full-time, PermanentSalary: From $68,330.00 per yearBenefits:
