Position Summary


Reporting to the Director, Richmond Hill Centre and Economic Development, the Senior Economic Development Officer assists in the development and implementation of economic development services. You will be responsible for domestic and international marketing, information and educational programs, and to assist in the retention, development, expansion and attraction of new industry to the City with special attention to corporate calling and strategic alliance initiatives.

Key Duties and Responsibilities


  • Develop investment and attraction strategies, action plans and tactics to promote industrial and commercial business investment
  • Evaluate existing business clusters, and identify and build areas with the highest growth potential
  • Research, analyze data and reports, cold call, network, and build strategic alliances with key partners
  • Attend events
  • Create investment attraction proposals, and deliver presentations to potential stakeholders and strategic partners
  • Develop, organize and host large-scale business events to strengthen industry sectors, and the City's reputation
  • Seek out opportunities for international alliances/partnerships
  • Host incoming delegations which include planning agendas organizing meetings and tours/site visits, creating and giving presentations, arranging gifts and dinners
  • Develop, organize, execute and participate in trade missions
  • Identify, create and promote strategies for retention and expansion of existing business including the corporate calling program
  • Be the concierge to incoming business of a certain size
  • Market the City to be known as 'the smart place for business' with the goal of attracting new companies to join the City's business community
  • Lead the development of the economic development marketing strategy and its implementation
  • Use various media to promote and advertise the City
  • Lead, oversee, implement and report on various projects, including coordinating consultations with key stakeholders
  • Provide business cases for senior management and Council approval as required
  • Create criteria/scope of work, and RFP for hiring consultants
  • Work with consultants to develop timelines, monitor activities, stay within budget, and review reports throughout the project
  • Develop policies and strategies related to economic development
  • Oversee the operations of the Richmond Hill Small Business Centre (RHSBEC) as directed. This includes overseeing the day to day operations of the RHSBEC including monitoring KPI's and satisfying Provincial reporting requirements.
  • Research, benchmark, consult with others, and write policy to be approved by Council
  • Propose specific tactics to achieve the overall objectives and goals within a strategy
  • Assist in maintaining the economic development social media pages
  • Supervise, manage and evaluate staff, volunteers and students as directed.
  • Assist the Director in the recruitment of staff and volunteers
  • Provide direction and advice on projects and delegate work to junior staff
  • Assist with performance evaluation process

Education and Experience


  • Degree in Marketing, Economics, Public Administration, Business Administration or related discipline
  • 5 years related experience
