Affordable housing is identified as one of City Council\xe2\x80\x99s key transformative initiatives and requires seasoned management and leadership to ensure its success. The City of Edmonton has demonstrated its commitment to increasing the supply of affordable housing through its direct investment in affordable housing projects.This Planner II position will be primarily responsible for leading and administering the City\xe2\x80\x99s accelerated affordable housing programs within the Housing Action Team and Housing Accelerator Fund (HAF). This consists of reviewing potential land for development, reviewing funding applications, determining eligibility and assessing land opportunities and grant applications for suitability and, if successful, determining the terms of agreements or land purchases and dispositions. The position will make recommendations to the Program Manager or Manager for approval and then subsequently lead the file.What will you do?

  • Lead the strategic review of City policies and make recommendations for improvement or replacement to improve the efficiency of delivering affordable housing
  • Manage and facilitate the completion of the development of a cross-corporation policy and funding framework to align transit and affordable housing planning and land acquisition strategies
  • Develop financial partnership models to incentivize new unit creation
  • Develop an accelerated and streamlined approach to engagement to help avoid delays to housing developments
  • Be responsible for efficiently administering the HAF funds, post-construction and agreement execution
  • Ensure affordable housing developments align with the intent of the program and the City\xe2\x80\x99s goals, from a land use and real estate planning and affordable housing perspective
  • Negate and execute funding agreements that need to align with the provisions within the HAF agreement
  • Work with administrative staff on the disbursement of funding as per the funding schedule and review of all needed documents including quantity survey reports and final capital cost reports
  • Drafting with Law and executing amending agreements as required
  • Monitoring the affordable housing projects for annual reporting requirements and reviewing for content quality
  • Build and maintain relationships while providing support as needed for the project proponents
  • Prepare strategic documents and reports, such as Business Cases, Project Charters, Terms of References, Memorandums, Briefing Notes, and Council Reports for senior-level management
  • Lead the process for the hiring of consultants and contractors using Professional Services Agreements (PSA) for the Housing Action Team
  • Undertake the necessary high level planning work required to prepare sites to be shovel ready and develop into residential market, mixed-market, or affordable housing, such as working with business area partners to complete zoning analysis (rezoning applications if needed), arranging for site studies (i.e. geotechnical, environmental, traffic impact, servicing, etc.), and site massing or conceptual designs
  • Meet with stakeholders and interested groups as necessary for the effective development of affordable housing projects which considers the current challenges for the various stakeholder groups
Qualifications
  • Bachelor\xe2\x80\x99s degree in Urban Planning, Architecture, Business, or related discipline
  • Eligibility for CIP membership
  • Four (4) years of progressively responsible urban planning experience
Assets:
  • Master\xe2\x80\x99s degree in Urban Planning, Architecture, Business, or related discipline
Skills required for success:
  • Demonstrated asset management and portfolio management experience
  • Broad and demonstrated experience in handling projects or areas of specialization that are complex, highly sensitive and that have significant future impact
  • Significant knowledge of the practices and objectives of the City as well as regional planning issues related to the project or area of specialization
  • Significant knowledge of planning legislation and regulatory requirements, including ability to effectively exercise discretion and independence in the interpretation and application of requirements
  • Demonstrated knowledge and experience working with Indigenous communities, First Nations communities, Indigenous-led organizations
  • Skill in preparing and presenting comprehensive plans, reports and submissions
  • Knowledge of urban design, land use planning and control and/or other identified areas of specialization
  • Ability to provide recommendations on project feasibility, cost-effectiveness, regulatory conformance, or possible alternatives
  • Ability to respond to inquiries of a sensitive or complex nature from Council, senior administration, the public, developers, and consultants
  • Research and analytics to support Urban Strategies decision making, critical thinking skills
  • Data analysis skills to inform planning policy decisions, for example transportation and land use modeling software, geographic information systems, or associated databases
