This is professional planning work involving complex tasks related to social infrastructure and community issues within the Housing, Homelessness and Social Infrastructure department. The employee researches, monitors and assesses community social needs; analyzes policies and programs of senior governments and external organizations for their implications on the local community; and contributes to the development and implementation of City policies, plans, strategies and programs that support the development of social infrastructure and enhance community well-being. Duties include reviewing rezoning applications from a social planning perspective, assembling and interpreting demographic and statistical information, preparing a range of reports and presentations, and coordinating significant social planning projects involving internal departments, external agencies, community partners and the public. Considerable independent judgement, initiative and discretion are exercised in performing this work, which involves regular contact with City Council, Council Committees, community groups and members of the public. The employee also performs related work as required.


Qualifications include a Master's degree in Planning and considerable professional experience in social planning, or an equivalent combination of training and experience. The role requires considerable knowledge of Municipal, Provincial and Federal social policies, legislation and programs. The successful candidate will demonstrate strong research, analytical, communication, facilitation and interpersonal skills; the ability to coordinate multiple projects and meet deadlines; and the capacity to exercise sound judgement and work both independently and collaboratively. Experience in local government and/or social program delivery is an asset, and membership or eligibility for membership in the Canadian Institute of Planners is required.
