Job Summary
The Department of Psychiatry is a large, complex clinical and academic department that provides patient care, delivers education and conducts research in the area of psychiatric illness and treatment. The department is an administrative unit of three separate institutions: Dalhousie University, Faculty of Medicine, the Central Zone of Nova Scotia Health (NSH) and IWK Health. Reporting to theChief Operating Officer and working closely with the department head and the chair of the Human Resource Committee, the Physician Resource Manager will manage departmental physician resource processes including recruitment, probation, Individual Practice Profile (IPP), and annual performance measurement processes.
Key Responsibilities
Manage the recruitment and appointment process of Canadian and non-Canadian faculty, Canada Research Chair competitions, academic leadership positions and non-physician faculty including the approval process for Academic Funding Plan physician positions.
Develop position descriptions, advertisements, hospital impact analyses and other documentation. Lead all stages of the competition process. Prepare letters of offer and locum and hospitalist contracts. Approve expenditures related to recruitment and relocation of recruits.
Manage annual IPP process including compliance with the Faculty's Career Path Profile process. Work with department head and HR committee to develop and revise documentation and identify metrics. Manage and implement a physician performance measurement process for AFP faculty within the IPP process.
Manage own support staff and oversee contracts for department research staff including the full recruitment process. Organize orientation and office set-up, ensure annual performance reviews are completed, and oversee payroll documentation completion.
Serve as an HR expert for department senior management and an important liaison between the department and NSH and IWK Health. Act as resource to potential and current faculty members.
Oversee the credentialing process, faculty appointment process, promotions & tenure process, orientation process, HR Information system. Troubleshoot issues as required.
Note
The successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work from within Nova Scotia) as agreed by all parties based on operational requirements and university guidelines.
Required Qualifications
Undergraduate degree in related field (e.g. business or public administration, human resources) plus approximately three to five years' relevant experience (or an equivalent combination of training and experience).
Experience in a medical or academic setting as well as in human resource management including performance management of professionals, international recruitment, licensing, and professional credentialing as well as experience in a supervisory role.
Excellent interpersonal and communication (verbal and written) skills.
Strong organizational and analytical skills.
Strong computer skills including the ability to learn new programs and effectively utilize word processing, database, and spreadsheet software.
