Position Description
------------------------
Purpose
The primary focus of this position is to contribute to all CBE approved aspects of administration and processing of payroll accounting practices. Ensuring the pay is processed in a timely and accurate manner and in accordance with payroll compliance, legislation and the Calgary Board of Education collective agreements and terms and conditions of employment.
Accountability
This position is accountable to perform a variety of payroll accounting duties in the preparation, processing and maintenance of payroll, salary, deductions and benefit calculations; collects, analyzes, updates and reconciles payroll data.
Major Responsibilities
Provides full life-cycle pension payroll administration and timely and accurate processing and reporting on employee pension activity.
Performs annual reconciliations of pension activity and lead year-end submissions.
Acts as the primary employer contact for LAPP and ATRF annual external audits.
Administers, maintains and remits all payroll deductions, additional benefits and fulfills legally required reports.
Keeps records as required by Canadian law.
Liaises with external payroll related regulatory bodies including CRA, Unions, Service Canada, Benefits Providers, Employment Standards, WCB, etc.
Maintains accurate and detail records and documentation of payroll function for audit purposes, in accordance with statutory requirements.
Analyzes and reconciles payroll accounts.
Prepares year end government filings (CRA, WCB etc.)
Completion of WCB payroll administration.
Prepares documentation associated with the remittances for WCB, company pension plans, benefits plans and union dues.
Administers the information for employee pension plans.
Ensures legislated and corporate financial requirements are met by preparing month end and year end payroll reconciliations, and preparing annual T4, T4A, and T2200 forms.
Prepares various payroll related reports.
Processes garnishments.
Process general ledger distribution by pay period.
Reviews the accuracy of payroll accounting calculations and follows up with relevant parties as requested
Performs other related responsibilities as assigned to meet the purpose and accountabilities of the role.
Qualifications
Education and Experience
Completion of a two year diploma/certificate in recognized financial management/accounting program and four years related experience; or an equivalent combination of experience, education and training.
Successful completion of Canadian Payroll Association certification
Payroll/HRMS experience in a large, multi-union complex organization.
Thorough knowledge of payroll related legislations.
A solid understanding of Generally Accepted Accounting Principles.
Exceptional understanding of payroll process and the integration of other functional areas including Human Resources and Finance.
An equivalent combination of directly related education and directly related experience may be considered.
Demonstrated Skills and Competencies
Strong applied knowledge of payroll standards and procedures.
In-depth knowledge and experience of payroll calculation and processing.
Current knowledge of accounting principles.
Demonstrated knowledge of WCB, Alberta Employment Standards, CRA, Health and Dental benefits, RRSP, CRA, Human Rights, and all other payroll related regulatory bodies
Technical Competence: Knowledge of Microsoft software applications and familiarity with functionality and operations of PeopleSoft or other full service HRMS technologies.
Analytical Competence: Strong problem solving and systematic thinking skills.
Time Management: Demonstrated ability to work effectively in a team orientated work setting of high volume workloads with multiple, tight and demanding timelines.
