JOB SUMMARY
The Water Distribution Branch manages the operation and maintenance of City of Ottawa\xe2\x80\x99s water distribution system to ensure the continuous and adequate supply of high quality potable water to customers at the lowest cost, including condition assessment, leak detection, operation, repair and maintenance of all mains, valves, and services within the distribution system; inspection, maintenance and repair of fire hydrants; and support to City capital and private development works related to water distribution buried infrastructure. You are responsible for fulfilling the duties of Operator-in-Charge (OIC) in accordance with legislative requirements (O. Reg 128, latest revision) for assigned components of the City\xe2\x80\x99s water distribution system, including the on-site planning, direction, supervision, co-ordination and inspection of up to 6 staff performing assigned emergency repairs (e.g. a watermain break) and regular maintenance and operational activities*. You are also responsible for ensuring the integrity of the water distribution infrastructure and that public health is not compromised, and for performing or inspecting the repair work, regular maintenance and operational activities. You are expected to participate in an on-call rotation responding to emergencies after regular working hours, on weekends and on holidays.
Regular maintenance and operational activities include but are not limited to: excavation and repair, maintenance and operation of the water distribution system components such as water main piping, water services, valves, fire hydrants, anodes, chambers; connections, blankings and new installations through operational, capital and development projects; physical condition assessments; pressure flow testing; installation and maintenance of temporary overland services; water disinfection by chlorination; water quality testing and monitoring through sampling and testing of the water supply throughout the distribution system; flushing and swabbing activities; isolating, draining and filling activities; and dechlorination of chlorinated water discharge.
EDUCATION AND EXPERIENCE
Completion of Grade 12 Minimum of 5 years of operating experience as an Operator in a Class 3 (or higher) licensed Water Distribution System with demonstrated progressive experience in the various related maintenance and operations activities
CERTIFICATIONS AND LICENCES
Must obtain and maintain Ontario MOE Class 2 Drinking Water Distribution Operator Certificate within the timeframe determined by the employer Must obtain Ontario unrestricted AZ or DZ class driver\xe2\x80\x99s licence (or provincial equivalent) within the timeframe determined by the employer Current Emergency First Aid certificate Must complete all required on-the-job training/certifications (e.g. WHMIS, fall arrest, confined space entry, etc.) within the timeframe determined by the employer.
KNOWLEDGE
Advanced knowledge of mathematics, chemistry, water system hydraulics and conveyance principles
Advanced knowledge of watermain and appurtenance materials, installation standards and specifications, repair, maintenance and operation principles
Advanced knowledge of public health principles and water quality control, assurance and disinfection procedures used within a water distribution systems
Advanced knowledge of current provincial legislation pertaining to drinking water systems
Advanced knowledge of health and safety procedures, equipment and legislation
Detailed knowledge of relevant municipal by-laws, corporate/departmental policies, procedures, and city standards and specifications in relation to the installation, maintenance and repairs of the water main system
Detailed knowledge of techniques and equipment used to safely excavate around, under or in close proximity to other utility structures, i.e. gas, hydro and Bell
Detailed knowledge of roadway work operations and traffic control regulations
Detailed knowledge of the use and safe operation of fleet equipment (i.e. backhoes, hoists, single axle and tandem dump trucks) and tools such as drills, boring machines, valve turning machines, grinders, torque wrenches, impact hammers, pipe saws, chainsaws, etc.
Handheld water quality testing equipment
Working knowledge of computer systems and applications including Word, Excel, Outlook (e-mail), Maintenance Management (Inventory and Work Activity) Systems
Technical procedures associated with the repair, installation, maintenance and operation of a water distribution system
Safe work practices in hazardous environments including traffic, confined spaces, trenches, adverse weather conditions, and in proximity to heavy construction equipment
Must possess the training, experience and knowledge to organize the work and its performance
Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
The term \xe2\x80\x9cAdvanced\xe2\x80\x9d as noted above refers to the level of topic mastery the applicant/incumbent has or will obtain through the Water Distribution Operator certification training, as defined by the MOE certification document entitled \xe2\x80\x9cWater Treatment Need to Know Guide\xe2\x80\x9d, most current edition.

Physically capable of performing all duties and activities associated with the position
Ability to work overtime at night, on weekends and holidays, and participate in on-call rotations throughout the year

You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
