Under the leadership of the Manager, Real Estate Project Delivery, the Officer Real Estate Project Delivery provides technical expertise to the delivery of multiple Facility Change projects as it relates to National Facility Change Program and Postal Transformation.

The Officer Real Estate Project Delivery is responsible for the planning, overall management, execution, control and delivery of multiple projects of strategic importance and high priority for the Corporation within their Region.

The management context involves working within a phased project management framework involving multiple stakeholders and clients constrained by limited resources and finite completion dates while accommodating organizational, social, economic and environmental influences. Project stakeholders will include several internal functional groups and external vendors or partners. The projects may run parallel and concurrent with other dependency linked projects.

Job Responsibilities

1. Responsible for assigned real estate projects within the region, ensuring that all approved projects are delivered on-time, on-budget and within scope, as planned.

2. Ensures the project development and delivery adheres to all Corporate processes, policies and practices while employing the project management processes specified for the Regional Project Delivery Services governing Facility Change Projects.

3. Tracks and reports on project status, all project benefits to management and/or project sponsors and ensures that expected benefits are realized and sustained before project closure.

4. Maintains current information and documentation on project status and issue resolution. Maintains relationship with Project Management Company (PMC) and helps resolve technical disputes between the client and the PMC. Evaluates the performance of the PMC and raises any issues to the Manager, RE Project in their respective region.

5. Implements approved project plan and closely monitors project activities for conformance to project scope definition, and where necessary is responsible to provide analysis to effect Change Requests for approval at the Project Manager level.

6. Integrates change management into all plans, ensuring that all stakeholder needs are identified, that proper communication occurs and that operational staff and employees are made aware of changes.

7. Properly consults, informs or works with local or regional union representatives as guided by regional Labor Relations to ensure open and transparent communication on initiatives that are approved for implementation within their region.

8. Supports the delivery strategies related to building design and construction activities.

9. Works with the senior management team to resolve resource or schedule conflicts that could jeopardize initiative delivery and/or benefits.

10. Promotes employee participation throughout initiative planning and delivery to foster acceptance and ownership from the employees.

11. The Project Delivery Officer administers the Regional Project Delivery Services contract under which Canada Post engages the Project Management Company. Oversees the creation and approval of On Demand Service forms, Authorized Expenditure from Contingency Allowance forms, the preparation of shopping baskets for Corporate approval. Ensures the PMC\'s compliance with the contracted terms and conditions, roles and responsibilities and required deliverables.

12. Implements quality management process to ensure that the project will satisfy the needs for which it was undertaken.

13. Ensures that project deliverables have been met to client\'s satisfaction and establishes and maintains an ongoing communication/reporting process.

14. Ensures all risk management issues have been identified and mitigated with appropriate contingency plans.

Qualifications

Education

  • A University or college degree/diploma in a related field.
Experience
  • 2-5 years of related work experience is required.

  • Enrollment in specific designation and or certifications programs may be required for certain positions.

  • An eligibility list will be established following the competition for a twelve (12) month period.
