Overview:

Pembina Pipeline Corporation is currently recruiting an OEMS Assurance Specialist to join the team in Calgary. Reporting to the Manager, Insurance & OEMS, this position will be an integral part of Pembina\'s Operations Excellence Management System (OEMS) team, which is part of the External Affairs Division.

The External Affairs Service Unit brings together Safety, Land, Legal, Communications, Indigenous Engagement, Environment, Regulatory, Community Investment and Government Relations to effectively mobilize project support, while ensuring proper governance and controls are in place. The Safety Service Unit is dedicated to leading the enterprise-wide occupational health and safety, process safety, emergency management, and Operations Excellence Management System governance the promotes a safe and healthy work environment for our employees, contractors, and communities.

The Specialist is responsible for implementation and oversight of assurance activities in support of the Pembina Quality Assurance Program (QAP), which is a significant component of Pembina\'s Assurance requirements in the Pembina Operations Excellence Management System (OEMS). Working closely with multiple OEMS stakeholders, they will develop assurance plans and lead assurance activities (including conducting assurance audits). The Quality Assurance Program focuses on assurance efforts that ensure implementation of Pembina\'s OEMS and supporting various programs and scopes that are under the jurisdiction of the OEMS, including, but not limited to, Asset Integrity, Safety, Environment, Emergency Management, Cyber Security, Document Control and Records Management, Training and Competency, and Damage Prevention and Public Awareness.

Responsibilities may include but not limited to:

  • Support Pembina\'s safety culture of "Zero by Choice" and the \xe2\x80\x9cLife Saving Rules\xe2\x80\x9d. To read more about our Life Saving Rules, visit pembina.com/safety;
  • Implement and maintain the QAP in compliance with Pembina\'s OEMS and any applicable legal requirements;
  • Develop and maintain assurance processes, procedures, forms, and tools (e.g. assurance protocols, corrective action process);
  • Develop the annual assurance schedule based on the QAP goals, objectives and targets, and compliance with the legal requirements;
  • Determine and identify the required resources to implement assurance activity;
  • Provide training on assurance process and tools to internal SMEs participating in assurance activity;
  • Supervise Subject Matter Experts, auditors, and leads and/or participates in the performance of QAP assurance activity/audits;
  • Ensure corrective actions from assurance activities have been defined and assigned for completion;
  • Design and facilitate training best practices;
  • Work within governance requirements to ensure corrective actions are effective and corrective action timelines and extensions are approved;
  • Communicate assurance results to relevant Pembina stakeholders and governance bodies in support of OEMS performance monitoring and Management Review;
  • Partner with internal stakeholders to identify risk-based opportunities that may benefit from assurance activity and effective corrective actions to address assurance findings; and
  • Participate and support an equitable, diverse, and inclusive workplace.
Qualifications:
  • 10+ years conducting/coordinating assurance and audit activity of corporate management systems and programs, with 5+ years working internal to an organization in this capacity;
  • Previous progressive experience in various company processes, combined with strong experience in process improvement and risk mitigation analysis;
  • 10+ years working experience within energy, utilities, natural resources, midstream, or transportation industries;
  • Demonstrated working experience conducting assurance activity in multiple regulatory jurisdictional environments with preference for experience with assets subject to the following regulatory contexts:
  • Canadian Energy Regulator (CER);
  • Provincial regulators in Alberta, British Columbia, Saskatchewan, Ontario;
  • United States OSHA, PHMSA;
  • Canadian federally regulated worksites;
  • IMO/Marine.
  • Holds relevant auditor certifications:
  • Auditing Association of Canada (AAC) Certified Health and Safety Management System Auditor (CHSMSA);
  • Environmental Professional-Compliance Auditor-EP(CEA), or Environmental Management Systems Lead Auditor EP(EMSLA);
  • ISO Lead Auditor - 9001, 14001, or 45001;
  • Certified Internal Auditor (CIA);
  • Certification in Risk Management Assurance (CRMA).
  • Undergraduate degree in sciences, engineering, environment, safety or business;
  • Demonstrated ability to work well with others and to handle difficult situations while maintaining effective and productive working relationships;
  • Strong analytical skills, proficient with Microsoft Office applications;
  • Highly motivated, possess a real passion for mitigating risk and aptitude to leverage problem-solving, analytical, and critical thinking skills to generate creative solutions;
  • Proven track record of implementing continuous improvement methodologies;
  • Ability to adapt and perform in a fast-paced, dynamic work environment where priorities change;
  • Willingness to travel;
  • Proven track record of ethical behavior and integrity; and
  • Reliable with a strong sense of responsibility and accountability.
