Reporting to the Director of Protective Services/Fire Chief, responsible for the day-to-day operations of By-Law Enforcement Services, including supervising By-Law Enforcement staff, administering enforcement of Municipal by-laws and Property Standards, and other related activities.Compensation35 hours per week, $75,929 - $88,826 per annumBenefits and Perks

Qualifications
  • Community College diploma in Law and Security, Police Foundation, or Criminology is a benefit
  • Three (3) to (5) five years of supervisory experience with demonstrated leadership skills.
  • Four (4) to Five (5) years\xe2\x80\x99 experience in Law Enforcement or Municipal Law Enforcement is required.
  • Certification through the Municipal Law Enforcement Officers Association Level 2, and the Ontario Association of Property Standards Officers Level 3 is required.
  • Knowledge of the Ontario Court of Justice, the Provincial Offences Act, The Municipal Act, Ontario Evidence Act, and other related Provincial and Federal Legislation.
  • Possession of a valid Class G Ontario Driver\xe2\x80\x99s license.
  • Ability to successfully complete approved Self Defense, Baton and Conflict Resolution Training.
  • Willingness to adapt to changing work locations / environment.
  • Willingness to work rotating work schedule including work in the evenings and on the weekend.
  • Computer proficiency in MS Office (Word, Excel, Outlook and database applications) and related information systems.
  • Excellent analytical, writing, and record retention skills with the ability to respect confidentiality; strong management skills with the ability to achieve results.
Responsibilities
  • Supervise municipal law enforcement employees\xe2\x80\x99 day-to-day enforcement activities, initiatives, and processes pertaining to the enforcement of municipal regulatory by-laws, including but not limited to parking, property standards, noise, illegal dumping, snow and ice, zoning, licensing, signs.
  • Responsible for planning of daily work schedules and timekeeping of by-law officers. Assigns officers to conduct investigations of all bylaw enforcement complaints and applicable follow up to ensure the provision of superior front line customer service and administration in a fast paced, time sensitive political environment.
  • Manage, organize, and resolve unexpected factors and conditions such as workforce issues, equipment breakdown, etc. Administers equipment and software maintenance associated with parking enforcement services.
  • Supervise by-law officers performing work assignments and provide training, mentoring, monitoring and feedback to ensure compliance within existing legislation/by-laws/regulations, responsible for the tracking of enforcement services and preparation of related reports.
  • Prepare monthly reports related to parking revenue and enforcement activities
  • Responds in a timely manner to inquiries, resolves complaints/disputes, and provides information to the public and various stakeholders with respect to municipal by-laws and by-law enforcement, both on the telephone, in-person and via email. Determines course of action and resolution to escalated customer complaints.
  • Conducts routine reviews of By-Law teams\xe2\x80\x99 documentation, note taking and requests for Prosecution that will provide consistency and meet quality standards.
  • Prepares advance documents related to by-law violations and court proceedings.
  • Assist with the hiring and onboarding of staff for the department.
  • Provides performance feedback and manages disciplinary measures, Health & Safety and the implementation of corporate HR policies.
  • Completes and submits injury investigation, workplace health & safety, equipment, and property damage reports.
  • Develops various department documents including but not limited to Standard Operating Procedures and safety policies for the department.
  • Ensures a healthy and safe work environment in accordance with the Occupational Health and Safety Act. Conducts daily tail gate meetings and all health and safety meetings.
  • Assists with preparation and administration of annual budgets for municipal law enforcement and parking.
  • Assists with research, development of by-laws and policies, for reports/recommendations for Council, Committees of Council, senior management, community groups, public and/or other meetings as required.
  • Must be available to address issues after hours and/or on weekends.
  • Other duties as assigned.
