POSITION SUMMARY The Municipal Law Enforcement Officer (MLEO) will investigate and resolve complaints with respect to municipal by-laws and evaluate existing by- laws for continued compliance as well as develop new by-laws as deemed necessary. This position will be responsible for community education regarding Town by-laws and be required to accommodate weekend and evening work. DUTIES AND RESPONSIBILITES

  • Respond to public inquiries and consult members of the public regarding municipal by-laws and legislation.
  • Conduct site visits and investigate complaints. Review by-laws, gather evidence, contact witnesses and prepare registered letters with compliance notices. Work with property owners and/or contractors to obtain by-law compliance.
  • Seek compliance of by-laws through public education/information patrols, contact/mediation with parties, issuance of fines under Part I, II and III of the Provincial Offences Act and, if necessary, legal action.
  • Provide School Crossing Guards assistance by way of shift coverages on a weekly basis.
  • Undertakes regular patrols of Town to assess problem areas and situations.
  • Liaises with agencies including, but not limited to, Ontario Provincial Police (OPP), Shelburne & District Fire Department, Wellington Dufferin Guelph Public Health, Ministry of Environment and any other agencies requesting assistance in regard to by-law calls and related infractions of Provincial legislation.
  • Exercises responsibilities under legislative authority of the Provincial Offences Act, Dog Owners Liability Act, Municipal Act 2001, Highway Traffic Act, Building Code Act, Planning Act and other legislation as required.
  • Provides excellent customer service and responds efficiently to telephone inquiries, requests and concerns from the public, other staff and agencies. Assists with providing information to residents on by-laws.
  • Maintains an accurate daily log recording of complaints received, site visits, investigations of by-law infractions. Maintains up-to-date notes in case files.
  • Proactively enforces the Town\xe2\x80\x99s Clean Yards Bylaw.
QUALIFICATIONS AND REQUIREMENTS
  • Post-secondary in a law enforcement program, related field of study or equivalent experience.
  • Minimum of 1 experience in a Municipal By-law or similar setting.
  • Municipal Law Enforcement experience in a municipal setting is an asset.
  • Excellent communication, interpersonal, organizational, time management and administrative skills.
  • Knowledge of related legislation not limited to Provincial Offences Act, Property Standards, Ontario Evidence Act, Municipal Act 2001, Dog Owners Liability Act, Highway Traffic Act, Building Code Act, Planning Act and other related Federal and Provincial Legislation.
  • Computer literacy utilizing Microsoft Office (Word, Excel and Power Point) and property management software.
  • Valid Ontario Driver\xe2\x80\x99s License in good standing.
  • Clear police background check.

Working Conditions:
  • 35 hours per week, varied shifts, nights and days.
  • Generally, the employee will be expected to work block shifts, Mondays through Sundays at various shift times. Employee\xe2\x80\x99s hours of work may vary and may be irregular from time to time and will be those hours required to meet the objectives of the employee\xe2\x80\x99s employment.
  • Physical demands require visual concentration, moderate standing walking, climbing, computer usage and lifting of small animals as required.
  • Working conditions include an outdoor environment with exposure to weeds, animals, unsafe building/property conditions, contagions, and inclement weather conditions.
  • May also be subject to written and verbal criticism/abuse/threats.
  • Ability to work evenings, weekends and statutory holidays as required.
  • Ability to work overtime as assigned.
