Job Summary



Responding to customer inquiries, entering and assigning By-law complaints, investigating reports of complex By-law infractions such as Zoning/Planning complaints including site plan issues, illegal driveway extensions, set-back requirements, property standards complaints, conducting joint inspections at the request of Building or Fire Inspectors, boulevard and road occupancies issues, reviewing and signing off of licensing and permits applications, working within their assigned specialty folders and assignments including researching and writing of by-laws, homelessness, private transportation, adult entertainment, animal By-laws, proceeding with charges and court appearances through the laying of Part 1 Offence Notice, Part III Informations and the service of Summons.

Job Duties Include



The responsibilities and duties of this position include but are not limited to:


Investigate complaints from the public and participate in proactive enforcement initiatives by sectional practices and workplan items. Utilize appropriate Legislation (Building Code Act, Planning Act, Municipal Act, Dog Owner's Liability Act) to gather evidence, conduct an inspection and determine if a breach of a By-law has occurred, such as complex Zoning matters, complex Property Standards issues, Clean Communities, Parks, and complex Road Occupancy issues. Ensures animals are returned the owner, transported to the shelter, or transported to a veterinarian, or a disposal facility, as warranted Assists and liaises with other Departments, including Recreation, Fire, Planning, Building and Operations Proceed with legal action in accordance with the Provincial Offences Act. Issuance and service of Part I tickets and/or Administrative Monetary Penalties for offences such as road occupancies, licensing matters, failure to leash a dog, failure to remove excrement, dumping, etc. Review applications for accuracy and completeness for portable sign permits, swimming pool enclosure permits, entertainment establishment licences, outdoor patio licences, body rub and adult entertainment licences, pet shop licenses, kennel licenses, dog and cat licences, fireworks applications, refreshment vehicle applications and private transportation licences. Retain the services of a contractor by purchasing policies or coordinate with operations staff to complete work that the resident is in default of completing (having grass cut on private property, snow/ice removed from sidewalks, repairing a property in disrepair, etc.)
Qualifications/Skills


2 year college diploma or degree in Law and Security Administration or Policing or equivalency Either or a 2 year college diploma or degree in Vet Technicians for an Animal Services Position Two year related experience in the enforcement field Two year related experience in the Animal Care Field Unrestricted Class "G" Driver's Licence with a clear driver's abstract Required to obtain Property Standards Designation Required to obtain Municipal Law Enforcement Officer Designation Required to obtain, and annually renew Use of Force Certification (Collapsible Baton Bite Stick & O/C Spray Dog Repellent)
Members of CUPE bargaining unit will be considered first in accordance with the collective agreement. If there are no qualified candidates from within the bargaining unit, consideration may be given to other applicants.


What is Offered to Staff


Rate of Pay: $42.93- $45.49 per hour. Hours of Work: This is a unionized position that works 35 hours per week. The hours of work are on a rotated schedule that include days, afternoons, and weekends and are in accordance with the CUPE Collective Agreement.
