The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada's largest and most diversified port. Our mandate as a Canada Port Authority, as set out by the Canada Marine Act, is to enable Canada's trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated.

The Manager, Supply Chain Efficiency and Digital Solutions is accountable for the development, implementation, and scalability of supply chain optimization and insights solutions that support digital and data-driven decision-making. Through collaboration and relationship management, this role fosters engagement by actively seeking input from internal and external stakeholders to support our mandate to enable Canada's trade. This individual will curate ideas that drive the mutual objectives of those stakeholders and partners to create efficiencies within the supply chain network. Identifying opportunities to deliver enhanced efficiencies to the collective benefit of gateway participants, this role will explore potential solutions, generate ideas and test incubation innovations and ideas on a small scale (i.e., proof of concepts and pilots). As a strategic thinker, the manager leverages their port industry knowledge to develop and execute change strategies through collaboration to drive innovation, integration, and delivery of optimization solutions. Provides leadership to a team of supply chain data analysts and implementation specialists, driving for the digitalization of the Gateway and ensuring organizational alignment with VFPA business objectives.
In this role, the successful candidate:
Supply Chain Pain Point Analysis and Solution Development
Through collaboration with varying stakeholders, including internal teams and external partners, identify supply chain pain points by conducting thorough analyses to identify inefficiencies, bottlenecks and other challenges
Develop and incubate innovative solutions and digitalization tools that drive gateway trade and enhances the integration of existing data feeds, while ensuring better efficiencies and reliability that will create better alignment and synergies amongst gateway stakeholders
Lead innovation and technical rollout ensuring smooth and efficient execution. Seek opportunities to integrate existing internal and external client systems and methods by piloting improved processes. Engage with stakeholders and technical experts to scale initiatives that drive stakeholder adoption
Ensure quality assurance on all projects by providing oversight on development and ongoing maintenance and support
Manage external service providers, engage in procurement and contract management of vendors in providing products, services and support to departmental projects where applicable
Lead the research and implementation of tools, methodologies, and best practices to promote, support, and drive innovation and continuous improvement
Develop strategies for idea generation, creative thinking, and business solution development
Change Management and Stakeholder Engagement
Lead cross-functional collaboration efforts to ensure alignment of diverse stakeholder interests
Build trust and secure buy-in by clearly demonstrating the value of digitalization and operational improvements
Develop and implement effective strategies to foster engagement and maintain strong relationships with internal and external stakeholders
Drive the collaboration in development and compliance of robust data governance frameworks and operational models to support sustainable digital transformation
Build and lead the development of business cases, including articulating the rationale and assessing financial implications
Act as a change ambassador, guiding teams and stakeholders through transitions with clear communication and consistent follow-through
Data Analysis and Insights Solutions
Design, implement, and sustain a comprehensive supply chain performance monitoring and measurement program. This includes developing long-term performance measurement strategies, undertaking continuous data acquisition, addressing persistent challenges in data sourcing, and identifying ongoing opportunities to enhance the Vancouver Gateway's competitive performance
Regularly review and refine strategies to ensure continuous improvement and adaptability to evolving industry needs
Establish and maintain supply chain optimization strategies that address systemic pain points in port operations, ensuring they are robust, scalable, and integrated
Deliver enduring, real-time, dynamic solutions to provide end-to-end visibility and actionable insights for end users, with a focus on ongoing enhancements to meet emerging challenges
Leadership and Management
Participate in the development of departmental plans and be responsible for the development and implementation of activities and programs designed to meet the intention of specific strategic priorities
Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders. Liaise with Human Resources to ensure the effective selection, training and performance management of staff
Manage subordinates, ensuring that team and individuals are motivated, have defined position descriptions and reporting arrangements, their performance goals are clear and actively managed and development needs are defined and addressed
Promote the VFPA's health and safety program by demonstrating health and safety leadership through actions, participation in health and safety initiatives and regular safety conversations with employees
Participate in the planning and the review of departmental operating costs, particularly with regard to staffing requirements, overheads, consultancy services, planned business programs and service provision
Specific Competencies
Demonstrated change management skills with the ability to engage and influence stakeholders at all levels. Excellent communication skills, with an ability to simplify complex concepts and engage diverse teams. Must have excellent leadership qualities and management skills with a comprehensive understanding of data management projects, digitalization technologies and the development of digital tools that drive efficiency. The incumbent will also need excellent communication skills to effectively collaborate with other VFPA departments, customers, tenants, stakeholders and government while representing VFPA as a dynamic organization prepared to seize opportunities for VFPA as a world-class port. Must have a strong customer service orientation while managing a breadth of responsibilities. Must also demonstrate effective decision-making, planning and initiative, while fostering the development of these competencies in VFPA's emerging leaders. Comprehensive use and implementation of digital tools and competent in statistical and qualitative analysis.
Education
& Experience
Completion of an acceptable university degree in business, data science, supply chain logistics (transportation focus), or related field
Minimum of five (5) years of progressively senior level supply chain management experience in port operations or transportation related industry, with demonstrated experience in a managerial or project leadership role
An equivalent combination of education and experience may be considered
Extensive knowledge of port operations, understanding the supply chain interdependencies of marine, rail, and the trucking industries
Strong background in data analysis, business/industry analysis, project management and process optimization
Experience in designing, planning, and implementing pilots or proof of concepts
Proficiency in data visualization tools (e.g., Tableau, Power BI) and project management software (e.g., MS Project, Jira), and dashboard solutions
Familiarity with advanced technologies in logistics and port operations, including IoT, AI, and machine learning, an asset
Certification in project management (PMP, Agile) or change management (Prosci, CCMP), an asset
Marine Transportation Security Clearance
The incumbent must obtain and maintain a valid Marine Transportation Security Clearance as this position is required to access restricted areas/information as defined by the Marine Transportation Security Regulations.
