Reporting to the Senior Manager, Shelter and Respite Services, the Manager, Shelter and Respite Services is responsible for ensuring the delivery of programs and services intended to build community, enhance housing stability and quality of life for clients. The Manager, Shelter and Respite Services is also responsible for oversight of the operational requirements of their assigned portfolio, to work collaboratively with management from other departments and programs by enhancing the current services, and for taking our program to a new and improved level of service. Duties and Responsibilities Nature and Scope

  • Develop and implement strategic initiatives that build community.
  • Develop and manage partnerships that provide opportunities for tenants.
  • Manage relationships with TCHC, neighbourhood groups and community members.
  • Ensure that qualified applicants are recruited and hired, and that staff vacancies are filled in a timely manner in collaboration with the People and Culture department.
  • Administer the collective agreement.
  • Participate in planning and evaluating provided services and the collection of data.
  • Continue to improve their professional knowledge, recognizing trends and issues with tenants.
  • Operate effectively under pressure and, when needed, work outside regular office hours.
Program Delivery
  • Management of the Shelter and Respite Services Team located at the assigned program site to deliver quality services to applicants, tenants and communities.
  • Ensure Team compliance with all relevant legislation, Company policy and Procedures.
  • Manage the Shelter and Respite Services budget and expenditures for the assigned program site.
  • Ensure effective performance against key performance indicators and targets associated with the Shelter and Respite Services Team.
  • Providing timely and accurate internal and external reporting including compliance and funder reporting.
  • Develop and support the implementation of all application, tenancy and community development policies, procedures, and strategies.
  • Providing leadership in situations where the tenant community or neighbouring community are affected, coordinating the response, and communicating with staff, local politicians, neighbours, community groups and others as necessary.
  • Managing complaints and appeals in line with agreed policy.
  • Ensuring record keeping & administrative systems are effectively maintained.
  • Ensuring effective management and supervision of all staff in the Shelter and Respite Services Team working at the assigned program site.
  • Ensuring that staff adheres to the organization\'s Customer Service principles and Code of Conduct.
  • Implement \xe2\x80\x98work smarter\' strategies to improve practice and deliver management efficiencies.
  • Participate as a member of the management team and ensure that approaches and processes are consistent and effective in achieving the project\'s desired outcomes.
Partnership Development
  • Manage and support change in implementing Dixon Hall\'s housing agenda.
  • Develop and implement partnerships with support agencies.
  • Liaise and develop initiatives with other stakeholders and partners.
  • Participate in Dixon Hall\'s Performance Development Program.
  • In cooperation with the HR team, support staff to undertake training and professional development that will improve service delivery.
  • Identify and raise any concerns about unethical behavior or action by staff that are contrary to identified Agency policies and/or procedures or the Toronto Shelter Standards.
  • Participate in any internal or external meetings as requested by the CEO.
  • In collaboration with the Human Resources department, assist with developing job descriptions, work plans and conducting recruitment processes for the Shelter and Respite Services Team.
  • Carry out any other management or service development activities as required by the CEO or Board of Directors.
Human Resources
  • Directly supervise the staff assigned to the program site location.
  • Under direction from the Human Resources team, ensure that qualified job applicants are selected and that vacancies are filled in a timely manner.
  • Review and approve bi-weekly timesheets, all overtime, and requests for sick time and vacation time.
  • Participate in the progressive disciplinary processes.
Organizational Effectiveness
  • Work collectively with the Management Team to identify the project\'s community development goals, objectives, methods and resources needed to achieve them. Implements resulting work plans.
  • Identify trends and gaps in service.
  • Chair or participate in committees and/or activities relating to the project as required.
  • Ensure Health & Safety standards are met and maintained.
  • Approve all program expenditures within signing authority.
  • Ensure that reports are completed, and files are maintained in accordance with the funder\'s requirements and project\'s standards.
  • Maintain relevant data and statistics on the programs as needed including.

  • Post-secondary degree in social sciences or equivalent combination of education and experience.
  • 5 years\' minimum experience in social services, preferably with people who have difficulty maintaining a stable tenancy.
  • Broad knowledge of social housing, services to people who are homeless, the social services system in Toronto, and the relevant legislation.
  • Demonstrated experience in staff management and development.
  • Strong verbal and written English language communication skills; fluency in a second language will be considered an asset.
  • Demonstrated leadership qualities and ability to achieve results and desired outcomes; experience implementing service change and reform.
  • Strong organizational and administrative ability, proficient in a variety of computer applications.
  • Strong decision making and problem-solving ability.
  • Demonstrated capacity to operate under pressure.
  • Experience with community-based resources, quality improvement and evaluation.
  • Demonstrated ability to engage and work collaboratively with stakeholders and personnel from diverse sectors (public, private, non-profit, community-based organizations, resident associations, and community residents), multiple program areas, and cultures.
  • Excellent computer skills including a working knowledge of evaluation and research software (d MS Office applications).
  • Develop and maintain effective working relationships with government, community organizations and major stakeholders.
  • Ability to develop and maintain excellent relations with community organizations and networks.
  • Strong ability to exchange knowledge.
  • Superior organizational, analytical, problem-solving abilities. Ability to manage multiple projects and deadlines, prioritize, take initiative.
  • Self-directed and independent, as well as proven experience in working effectively as an inter-disciplinary team member and in collaboration with other community professionals.
  • Must be qualified to work in Canada legally for the employer.
  • Able to provide a Vulnerable Sector Screening check with a \xe2\x80\x98Clear\' or satisfactory result that meets the operational requirements of the Agency.
  • Must have up-to-date vaccinations against COVID-19 with a vaccine that has been approved for use in Canada.
