Job Overview

Reporting to the Director, Service Delivery, The Manager, Services Operations manages the day to day delivery of information and communication technology (ICT) services to sustain and maintain BC Assessment\xe2\x80\x99s business operations through the effective management of database and data services, application systems, GIS services, and infrastructure services. These ICT services are mission critical for the ongoing delivery of information management and information technology (IMIT) services and solutions to BC Assessment\xe2\x80\x99s (BCA) external customers as well as the day to day functioning of all divisions in BCA.

The Manager, Service Operations is responsible for ensuring that all operational processes are effective and conform to industry best practices and are in alignment with BCA\xe2\x80\x99s IMIT policies.

Key Accountabilities

  • Participates in defining the strategic direction for Services Delivery and implements long term plans and ensures operational efficiency and continuous improvement.

  • Manages the operation of application systems (i.e., regular maintenance and break/fix) for an appraisal organization and the corresponding corporate services.

  • Manages the ongoing integrity, availability, backup, recovery and performance of corporate databases that support BCA\xe2\x80\x99s business systems.

  • Manages the ongoing ICT hardware, network and cloud performance to meet BCA\xe2\x80\x99s operational needs.

  • Responsible for planning changes to ICT hardware, Cloud and network services including specifications, acceptance testing, release, and updating the configuration database.

  • Implements BCA IMIT security policies, procedures, standards, training and technologies to ensure a comprehensive and consistent information security environment that minimizes privacy and security risks to the organization and its stakeholders and aligning with Government of BC policies.

  • Contributes to the development of IMIT long term plans and the future direction of corporate information, technology and solution architectures.

  • Manages ICT related procurement including the development of requests for proposals, tendering documents and invitations to quote; leads the evaluation of bids; negotiates contract terms; manages short term and multi-year contracts and establishes performance objectives.

  • Prepares and analyzes reports and statistics on utilization trends, production and capacity levels and provides recommendations for senior management review and approval.

  • Manages help desk services for all technology services within the Corporation.

  • Identifies opportunities for improved information services and technology services and makes recommendations to Solutions Development.


This position is an excluded from the bargaining unit and requires modest travel of approximately 2 days per month in order to visit regional offices within BC.

Location: Uptown Office - Victoria, BC or Vancouver, BC
Compensation: $108,500 - $132,550

Qualifications

Education

  • A university degree in information management and information technology, computer science/engineering.


Experience

  • Seven years experience in supporting large operational environments including:

  • Five years experience leading and managing a team

  • Extensive related experience demonstrating progressive levels of application and database operations in a complex information technology environment.

  • Extensive related experience demonstrating progressive levels of operations management in a complex information and communications technology environment.

  • Success working in a customer-focused environment in the delivery of operational ICT services and support.

  • Demonstrated experience in SAAS product management

  • Demonstrated experience in project management and agile delivery model in addition to understanding core project management concepts, theories, practices and methods.
