The Rexdale Community Health Centre (RCHC) is a multi-service centre providing primary health care, health promotion and community support services, including settlement and community development activities for families, children, youth, adults and seniors of diverse backgrounds.

Position Overview

The Manager, Service for Seniors is responsible for the planning, delivery, and evaluation of inclusive, high-impact programs that support the well-being of older adults. This position oversees a multidisciplinary team, manages program budgets, and fosters strong community partnerships to ensure services are responsive, culturally relevant, and aligned with best practices. The Manager leads staff development, contributes to organizational strategy, and plays a key role in securing funding to support program sustainability and innovation. The role requires a strong commitment to equity, collaboration, and continuous improvement in seniors' services..

Key Responsibilities:

1. Program Development, Implementation & Evaluation

Design, implement, and monitor a diverse range of seniors' programs that support personal, social, mental, educational, and physical well-being. Ensure programs are culturally sensitive, inclusive, accessible, and safe. Engage program participants in planning and decision-making to ensure services are community-informed and responsive. Research and apply emerging trends, best practices, and evidence-based models to enhance program design and delivery. Continuously assess and refine program strategies to meet evolving community needs. Establish and track clear outcome measures and performance indicators. Analyze data to evaluate program effectiveness and inform continuous improvement. Identify and address gaps in tools, materials, or training to strengthen service quality.

2. Staff Leadership, Development & Supervision

Lead all aspects of staffing, including recruitment, hiring, onboarding, supervision, development, and performance management. Build and maintain high-performing and collaborative teams. Provide guidance and mentorship to staff; support resolution of clinical and client-related challenges. Conduct regular team and individual performance evaluations. Facilitate team meetings and staff development sessions to promote learning and cohesion. Schedule staff effectively and ensure appropriate coverage for all programs. Approve staff training, monitor absences, and ensure alignment with HR policies and program needs.

3. Financial Management & Resource Allocation

Develop, recommend, and manage annual program budgets in alignment with strategic goals. Monitor expenditures to ensure financial accountability and cost-effectiveness. Approve activities and purchases in accordance with budget plans and funding agreements. Contribute to budget forecasting, financial planning, and reporting for programs and special projects. Actively identify and pursue new funding opportunities--including government grants, private foundations, and corporate sponsorships--that support program sustainability and innovation. Lead or contribute to the development of comprehensive funding proposals, including program descriptions, logic models, and budgets. Collaborate with internal teams (Finance / Leadership) to support timely, high-quality grant submissions and reporting. Ensure alignment of funding applications with program objectives, community needs, and equity-focused practices.

4. Stakeholder Engagement & Community Partnerships

Build, maintain, and promote strong partnerships with community agencies, health organizations, public institutions, and funders. Represent the organization in sector networks, community coalitions, and advocacy forums to elevate the needs of seniors and expand the organization's profile. Develop collaborative partnerships to support joint funding applications and multi-agency service models that improve program reach and effectiveness. Lead stakeholder engagement initiatives, including drafting regular updates, reports, and success stories for internal and external audiences. Promote integrated service delivery through collaboration with internal departments and external partners.

5. Policy, Compliance & Organizational Contribution

Ensure compliance with Centre, Ministry, OHT, and funder requirements. Maintain up-to-date knowledge of organizational policies, procedures, and legislative standards. Participate in policy development and strategic planning processes. Demonstrate anti-oppressive, equitable, and inclusive practices in all areas of responsibility. Contribute to internal committees and organizational initiatives that support mission achievement.

6. Administration, Reporting & Communication

Coordinate and facilitate staff and stakeholder meetings, including preparation, documentation, and follow-up. Maintain accurate and timely reports on program performance, client outcomes, and team activities. Support the preparation of funder and board reports, highlighting successes, challenges, and innovations. Foster clear, timely, and respectful communication within and across departments.

7. Other Duties

Participate in special projects and organizational initiatives as assigned. Contribute to the overall effectiveness, culture, and mission of the organization. Perform additional responsibilities aligned with organizational priorities.

Qualifications and Experience

Post-secondary degree in Social Work, Community Development, Gerontology, Public Health, or a related field; equivalent experience may be considered. Minimum 5 years of progressive leadership experience in seniors' services, healthcare, or community-based programming. Strong understanding of the needs and issues affecting older adults, including social determinants of health. Demonstrated experience in staff supervision, budget management, program evaluation, and stakeholder engagement. Experience in developing funding proposals and securing external funding. Excellent organizational, communication, and interpersonal skills. Proven ability to lead anti-oppressive, inclusive, and equity-driven practices. Proficient in Microsoft Office and client information systems (e.g., EMRs, databases). Ability to work flexible hours, including occasional evenings and weekends

Salary:

$67,948 - $81,867 (depending on experience) plus extended benefits and HOOPP
