Job Summary:
Under the general guidance of the Director, Facilities the Manager, Safety, Security & Emergency Management administers the following College programs, occupational health and safety, campus security and emergency planning, to ensure a safe and secure learning and work environment for students, employees, and visitors at the College. The Manager is responsible for fostering a College-wide culture of overall safety and awareness via policy and program development, audit and assessments, planning and education. This position ensures the College maintains compliance with applicable legislated requirements, regulatory agencies' requirements relating to general safety, occupational health, ergonomic assessments, risk assessments, WHMIS and emergency response plans and College policies and procedures.

Duties & Responsibilities:
1. Demonstrates Health and Safety Leadership:Acts as College representative and primary resource person to the Health and Safety Committee. Implements and ensures compliance to policies and procedures related to occupational health and safety. Conducts monthly audit of first aid reporting and documents finding to Health & Safety Committee. Responsible for conducting routine safety inspections, workplace/accident investigations involving employees and safety audits; and resolving workplace safety problems. Works with the Occupational First Aid Attendants (OFAA) by scheduling, ensuring covering during College operational hours, and ensuring that training requirements are met. Reviews, authorizes, and monitors expenses for the Health and Work Safe budgets. Supports the record keeping of health and safety records on accidents including statistics on accident frequency/severity, claims cost statements; monitors and makes recommendations as required. Contracts specialized consultants to perform audio metric testing programs, coordinate the Material Safety Data Sheets (MSDS) and conduct ergonomic evaluations or analyses of occupational requirements of jobs and assessment of work areas. Maintains/purchases personal protective equipment, first aid supplies, hearing protection, etc. as required. Responds to and investigates safety concerns and complaints from staff and/or employer and takes appropriate action. Liaises and coordinates with the Human Resources (HR) team, any accident investigation notes that may lead to employee misconduct and/or discipline. Identifies and evaluates potential health and safety hazards, recommends corrective action. Prepares related reports including WorkSafe Form 7 (Employer's Report of Injury) submissions. Liaises with HR on cases of appeals or claim objections. Develops materials, presentations, and information to support safety orientation and delivers training programs to staff as required.

2. Conducts workplace ergonomic evaluations and audits:Receives ergonomic assessment requests from departments or individual employees. Liaises with HR to facilitate workplace accommodations and /or return to work requirements (e.g., specialized chair, ramps, workstations, etc). Engages the services of an external ergonomic consultant as required. Makes recommendations on furnishings as determined by ergo assessments. Orders required ergo furnishings and implements delivery and setup.

3. Coordinates Occupational Health and Safety Programs including WHIMIS and OFAA training programs:Ensures all new employees receive appropriate WHMIS training and current staff receive retraining as required. Engages the services of an external OH&S consultant as required. Ensures implementation and maintenance of WHMIS regulations related to storage, inspection, labelling, handling, use, emergency procedures, and disposal of controlled products and other hazardous substances. Works with the Occupational First Aid Attendants (OFAA) by scheduling, ensuring coverage during College operational hours, and ensuring that training requirements are met.

4. Manages the College's security program:Provides recommendations to the Director, Facilities on the development of security related policies and procedures. Administers the contracted security's performance and services to ensure campus safety and the security of campus users and property. Oversees the investigation of security, personal safety and code of conduct issues involving employees, contract employees and members of the public at the College. Liaises with the Director, Student Conduct & Academic Integrity on code of conduct issues involving students. Prepares contract specifications for tendering of security services. Directs development of security and access control systems including monitoring of the College's alarm system, access control system, and managing confidential databases (e.g., CCTV, access control, telephone messages). Coordinates effort with the Information Technology department. Responsible for designing key systems in consultation with departments, oversees the distribution of keys for the campus and directs activities of locksmiths. Coordinates campus and personal safety programs such as the Safe Walk and crime prevention programs. Is a member of the College Threat Assessment Team. Acts as the primary on-call person on a 24-hour basis for Security regarding emergencies outside of the College's hours of operation.

5. Coordinates the College's Emergency Response Program:Provides recommendations to the Director on the development of policies and procedures related to emergency planning. Coordinates and liaises with external consultants for emergency preparedness, emergency response and post disaster recovery, as required. Prepares and implements plans for emergency preparedness, emergency response and post disaster recovery, including maintaining EOC and ERT manuals. Coordinates annual emergency team training and Emergency Operations Centre (EOC) exercises. As the fire safety director, ensures that appropriate communications are maintained with security and emergency personnel in emergency situations. Is the incident commander during emergency response situations. Responsible for implementing policies and procedures for the College's Fire Safety Plan in compliance with WorkSafe B.C.

6. Coordinates and implements activities related to safety and security in association with the College's Risk Management program:Liaises with the department responsible for the administration of the College's Risk Management program to ensure for incident reporting compliance. Makes recommendations on facilities/building services contracts, operations, and work situations in relation to appropriate risk standards to minimize liability to the College. Conducts investigations of damage and injury claims, attending civil proceedings as required. Coordinates loss prevention for general liability. Develops and implements effective building inspection and audit plans to ensure regulatory and code compliance. Acts as a resource person to the Health and Safety committee and attends regular meetings.

7. Performs other related duties as required.
Qualifications Required
Education & ExperienceA related Bachelor's degree OR a two-year diploma in occupational health and safety or a closely related field from a recognized post-secondary institution OR four years of cumulative specialized training and education in emergency management or public safety. Certified Registered Safety Professional (CRSP) designation. Minimum eight (8) years of progressively senior experience in occupational health & safety, security management, and emergency planning, in a public sector environment, preferably in an educational setting. An equivalent combination of education and experience may be considered. Experience with WHMIS. OFA2 and/or First Aid instructor designation is preferred. Preference given to candidates with a diverse combination of formal education/specialized training in areas of public safety and emergency management. Knowledge of risk management principles, practices, and regulations. Knowledge of security, fire protection, occupational health, and safety, WorkSafe B.C. regulations and loss prevention. Knowledge of emergency planning, preferably in a post-secondary institution. Experience in conducting security investigations, gathering, and documenting evidence. Knowledge of current legislation and public policy at the Federal and Provincial level regarding FOIPOP, PIPEDA and PIPA.

Respond and manage potentially violent, dangerous, hazardous, or emergency situations. Conduct thorough investigations regarding security issues. Deal with complainants involving safety and security concerns which requires sensitivity and confidentiality. Conduct worksite inspections and/or identify hazards and recommend or implement corrective safety measures. Maintain current knowledge in new or existing standards, regulations, and laws relevant to occupational health & safety. Intermediate knowledge in the use of computer applications including word processing (MS Word), spreadsheet (Excel), database management (MS Access), e-mail, and Internet navigation.

Salary Range:
$50.63 - $74.25 per hour
