Your Opportunity
The Security & Emergency Coordinator reports to the Manager, Safety, Security & Emergency Management, and plays a critical role in fostering a culture of safety and security across Okanagan College. This position leads the coordination of security services, emergency management programs, and parking services while ensuring regulatory compliance and stakeholder engagement. The Coordinator develops and implements training programs, conducts risk assessments, manages contracted security services, and serves as a key resource for the college community on all matters related to safety, security, and emergency preparedness.
Functions and Duties
1. Security Operations Management
Assists in planning, developing, and implementing the College's Security Operations Manual and Standard Operation Procedures.
Oversees contracted security service provider performance through daily shift log reviews, monthly performance evaluations, and post order updates.
Tracks, analyzes, and reports on security incidents across all campuses using centralized database systems.
Conducts investigations of reported incidents including theft, vandalism, and unauthorized access.
Prepares comprehensive incident reports with recommendations for the Manager's review.
Participates actively in the College's Threat Assessment Team.
Identifies and escalates threats, patterns, or serious concerns requiring senior management attention.
2. Emergency Management and Training
Assists in planning, developing, and implementing the College's Emergency Management Plan, Operating Procedures, and Business Continuity Plan.
Designs and delivers comprehensive training programs on personal safety, lockdown procedures, and emergency response protocols.
Organizes and implements emergency response exercises including fire drills, lockdowns, shelter-in-place, and tabletop scenarios.
Coordinates with municipal emergency services for joint planning, drills, and response activities.
Manages emergency warden training programs and maintains all training, exercise, and incident documentation.
Coordinates community awareness campaigns such as Emergency Preparedness Week and ShakeOut BC.
3. Risk Assessment and Compliance
Conducts regular risk assessments, physical security audits, and Crime Prevention Through Environmental Design (CPTED) reviews.
Evaluates campus infrastructure including lighting, landscaping, CCTV coverage, and access control systems.
Ensures compliance with applicable laws, standards, Fire Code regulations, and College policies.
Benchmarks College procedures against provincial and national standards.
Develops performance metrics and recommends improvements based on audit findings and industry best practices.
4. Stakeholder Engagement and Advisory Services
Serves as primary advisor and resource to the college community on security and emergency response matters.
Facilitates stakeholder meetings to review and improve emergency protocols.
Provides guidance on security protocols for events and campus activities.
Maintains effective communication between faculties, divisions, and departments.
Responds to inquiries and concerns regarding safety procedures.
5. Parking Services Oversight
Develops and enforces parking policies and procedures aligned with campus needs.
Supervises parking enforcement activities including coordination with third-party providers.
Manages parking-related inquiries and operational issues.
Performs other duties and assists with special projects as assigned.
Education and Experience
Required:
Two-year diploma in security, emergency management, or related field
Minimum 4 years of directly related experience in security or emergency management
Valid Class 5 BC driver's license or willingness to obtain
Willingness to obtain Intermediate First Aid certification
Preferred:
Certified Protection Professional (CPP) and/or Certified Emergency Planner (CEP) designation
Advanced security training (AST) or equivalent law enforcement/military training
Investigative experience
Equivalent combination of education and experience may be considered
Skills and Abilities
Proficiency with Microsoft Office Suite and online collaborative platforms
Experience with data analysis, report generation, and database management
Knowledge of security and emergency management practices, procedures, and industry standards
Understanding of CPTED principles and risk assessment methodologies
Ability to interpret and apply regulatory requirements and Fire Code regulations
Skilled in conflict resolution and de-escalation techniques
Strong verbal and written communication abilities for diverse stakeholder engagement
Demonstrated ability to work effectively under pressure during emergencies
Proven ability to build collaborative relationships across departments
Capacity to provide clear guidance and training to varied audiences

Schedule
Annual Salary/Hourly Rate $68,994 to $101,191 annually. Typical Hiring Range is $82,793 to $91,992.
