Reporting to the Director, People Safety, and working jointly with the other departmental managers and leaders, provides leadership and direction to a team of security professionals across Vancouver Coastal Health (VCH). The Manager is responsible for all aspects of planning, organizing, and directing relational security operations. This includes leading the development and implementation of corporate relational security programs and services; developing effective employee event reporting systems; developing effective de-escalation and prevention; ensuring effective service delivery by monitoring adherence to site security programs; developing corporate-wide safety, education and orientation programs; monitoring key indicators and reporting to senior management; and developing communication strategies to promote health and safety issues across Vancouver Coastal Health (VCH).

The Manager liaises with Employee Health team members, HR Advisors, Directors, Managers, Department Heads, physicians and others to provide support, advice and influence decisions regarding regulatory compliance, security processes, violence prevention and related issues. External contacts include WorkSafe BC, Industry Committees, Health Care Unions, other health care institutions as well as academic institutions. Provides leadership and direction to professionals and support staff within the portfolio, and acts as a key organizational resource to senior executive members, directors and managers for all matters related to the Relational Security program. As a Manager, Relational Security on with Vancouver Coastal Health you will:

  • Develops and leads relational security policies and processes for VCH, including quality improvement initiatives to ensure effective and timely delivery of services
  • Travels to various sites within the VCH region to deal with matters involving relational security services. Travels to sites to conduct site assessments as required.
  • Participates in the development of action plans regarding security issues including the investigation and determination of appropriate outcomes
  • Develops relationships with colleagues in privates and public sector including Vancouver Police Department to monitor protection services and relational security trends and foster the sharing of best practices
  • Ensures VCH is in compliance with Justice Institute and WorkSafe BC regulations by planning, developing and implementing relevant policies, procedures and programs specific to occupational hazards experienced by health care personnel. Ensures an audit system is in place to monitor effectiveness of such programs and proposes remedial action as required.
  • Develops and maintains relational security training and programs for direct reports.
  • Liaises with contract security teams to provide consultative advice to VCH management
  • Develops and executes annual goals and objectives that are in line with the vision and strategic direction of the People Safety team.
  • Establishes and maintains policies and procedures for an incident tracking that includes data audits, report writing and the distribution of reports to relevant areas.
  • Provides direction, guidance and cross-site leadership to a team of professional and clerical staff using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management) and inspires others toward the achievement of strategic goals through effectively communicating the vision and values and ensuring the culture is one in which individual competencies can thrive.
  • Develops and maintains optimal union and management relationships in order to develop effective security and violence prevention programs
  • Develops budgets for existing and new/enhanced programs and services and manages related resources and expenditures to maintain excellence in service provision, achievement of goals and targets, and ensure operating requirements are met.
  • Maintains excellent communications and relationships with key internal and external customers to negotiate contracts, expand programs, and obtain funding to support new initiatives.
  • Provides leadership and guidance to staff using effective management techniques; coach and mentor staff, conduct performance evaluations and enable developmental opportunities.
  • Leads the development and delivery of security orientation and education programs with a particular focus to area(s) of specialty and ensures that all programs are current, relevant and achieve regulatory requirements and meet the needs of all staff.
  • Coordinates activities arising from outcomes of organizational surveys and the advancement of related policies and programs.
  • Represents the Integrated Services on industry committees, Justice Institute, WorkSafe BC and/or other government/regulatory agencies on related issues.
  • Manages and provides a safe and healthy workplace for delegated staff to ensure that the appropriate health and safety requirements for operational areas are met. Reports unsafe situations; takes corrective action and/or notifies appropriate personnel.
  • Performs other related duties as assigned.
Qualifications:
Education & Experience
  • Bachelor?s degree in criminal justice/law enforcement, business administration, related social sciences discipline with specialized training in security, fire safety, emergency management, occupational safety and risk management.
  • Seven (7) to ten (10) years' progressive experience in a large multi-union organization or an equivalent combination of education, training and experience.
  • Canadian Registered Safety Professional (CRSP) designation or equivalent preferred.

Knowledge & Abilities
  • Must have valid security license with Advanced Security Training (AST) endorsement, Certified Protection Professional (CPP) or obtain within six months of employment
  • Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-seeking groups, including those who experience intersectional barriers.
  • Develops and maintains strong relationships with key internal and external stakeholders to promote and enhance services provided.
  • Uses a comprehensive knowledge of program management, especially in relation to education and development.
  • Identifies emerging initiatives, trends and industry best practices and ensures full consideration in the development and implementation of service delivery goals and objectives.
  • Uses strong written communication skills in the development of business cases and marketing and promotional materials.
  • Uses creativity and innovation to develop new programs and initiatives that meet and/or exceed service level agreements in the creation of healthy healthcare workplaces for all organizations under the Integrated HR Service.
  • Physical ability to perform the duties of the position.
