Reporting to the Director, Regulatory Affairs this position is responsible for all planning, oversight, strategy, stakeholder management, and implementation related to applications filed by electricity distributors (such as, rate applications, cost of service applications, service area amendments). This role is a key contributor to Elexicon's capital and financial planning and ensures the delivery of application outcomes which support Elexicon's strategic objectives. In addition, this role is responsible for advising on ancillary subject matter expertise on rates and application-related matters as required.

DUTIES & RESPONSIBILITIES

+ Oversee the preparation of data, analysis, narrative, and related evidence required for cost-of-service applications and annual rate updates.

+ Ensure the timely project execution of major applications, including tracking, reporting, and risk assessments of the application process.

+ Provide leadership and direction on regulatory strategy with senior management.

+ Provide guidance and oversight for regulatory reporting, analysis, and benchmarking studies in support of regulatory strategy, applications content, and internal business improvements.

+ Provide support and training to Elexicon staff (and external support resources) in the production of evidence (analysis, exhibit writing, evidence review, witness preparation). Ensure senior management and key contributors across all lines of business are well-prepared for various regulatory processes.

+ Oversee the implementation of new rates - distribution, commodity, regulatory, rate framework outcomes.

+ Conduct a post-mortem assessment of regulatory processes to ensure seamless implementation and future process improvements.

+ Support and improve the processes for reporting and information management required for the OEB, IESO, Ministry of Energy, as well as other bodies.

+ Occasionally represent and advance the organization's objectives by acting as a subject matter expert at industry stakeholder engagements.

KEY SKILLS & QUALIFICATIONS

+ Significant experience (10+ years) in energy utilities such as electricity, nuclear, natural gas, or related power industry, preferably in a rate-regulated sector.

+ Ability to influence, lead and manage stakeholder relationships.

+ Advanced ability to evaluate and resolve complex regulatory issues due to extensive knowledge of related regulatory requirements.

+ Ability to train, manage, and support the growth of less senior regulatory staff, helping them to develop strong skills in research, analytical and information management analysis, meaningful data interpretation and problem-solving ability.

+ Strong awareness of and commitment to tech-forward, streamlined, and modern software ecosystems, technologies, and platforms.

+ Knowledge of distribution rate-making fundamentals is required.

+ Knowledge and understanding of financial and operating consequences of regulatory rules, policies and proposals is required.

+ Exceptional communication and project management skills are required.

+ Familiarity with Regulatory Accounting (Modified IFRS) is preferred.

+ Familiarity with SAP business solutions is strongly preferred.

MINIMUM REQUIREMENTS

+ Bachelor's degree in relevant financial or technical field (e.g. Economics, Law, Business Administration, Engineering, Finance).

+ Ten (10) years professional experience in regulatory affairs, rate applications.

+ Graduate degree in above disciplines (preferred).
