Major Responsibilities:

Reporting to the Senior Manager, Purchasing Client Services Purchasing and Materials Management, the Manager Purchasing (Construction Services) will bring industry experience to contribute and lead a team of employees in the purchasing of goods and services, primarily related to Construction Services, for the City of Toronto and some of its designated Agencies and Corporations.
  • Manages the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations
  • Manages, motivates, trains and fosters innovation in the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance and continuous learning
  • Manages the procurement of materials, equipment and/or services for the City of Toronto divisions, Board of Governors of Exhibition Place and other City Agency or Corporations for Construction Services
  • Identifies and implements innovative solutions and process improvements that advance the organization, to improve service to clients/customers while reflecting ongoing changes to technology, mandates or policies
  • Ensures that purchases are made and procedures followed comply with the City's purchasing bylaws, policies and procedures. Monitors the legislative changes and makes appropriate changes
  • Provides advice in the procurement process of purchasing contracts from outside suppliers, consistent with quality standards and specifications
  • Manages the procurement process, including preparation of requests for RFX, proposal calls and tenders in accordance with the Municipal Code requirements, pre and post award disputes and reports to support investigations and escalations
  • Implements Service Level Agreements in conjunction with client groups to ensure the expectations of the client and the Purchasing Materials Management Division are mutually understood and managed. Monitors performance with regard to the Service Level Agreement and initiates corrective action as required
  • Cultivates a culture of continuous improvement within the unit, evaluating program delivery on an ongoing basis in consultation with staff, senior management, service users and partners and implementing and managing change improving effectiveness and efficiency.
  • Troubleshoots issues, creates and implements solutions and escalates appropriate cases requiring additional attention
  • Establishes working relationships and manages communication with clients in identifying specific needs, seasonal requirements and the best approach to constantly changing market trends Works to develop positive working relationships with all stakeholders and establishes and maintains a one-stop-shopping approach, ensuring issues/concerns are addressed and problems resolved
  • Ensures the client is thoroughly educated and aware of processes and requirements related to corporate and divisional purchasing policies and procedures.
  • Represents the division on various committees and working groups as required; prepares reports for Committee and Council approval
  • Attends Committees and Council as required
Key Qualifications:
  • Considerable experience managing purchasing and related operations, in a large scale public or private organization.
  • Considerable experience in the procurement of construction services and knowledge of the construction industry.
  • Experience in managing, leading, training and motivating staff in a fast paced customer service environment, to enable a high-performing and diverse team, through inclusion and continuous improvement.
  • Thorough working knowledge of the theories, principles, practices and procedures related to purchasing in the public sector.
  • Ability to exercise independent judgment and discretion in dealing with sensitive and confidential matters, managing competing deadlines with multiple tasks/projects.
  • Ability to deliver a high level of Customer Service, Fiscal Accountability, Innovation, Results Orientation and Teamwork to build effective and efficient strategies that anticipate emerging customer needs within a team lead capacity.
  • Excellent communication skills (both verbal and written). Highly developed interpersonal, conflict resolution and problem solving skills with the ability to build effective stakeholder relationships with staff at all levels of the organization, City Council, clients and community partners.
  • Technical knowledge and understanding of products and services, in particular construction services, purchased.
  • Demonstrated commitment to continuous learning.
  • Familiarity with Ontario Statues, including Occupational Health and Safety Act, employment standards, labour and human rights, and other applicable government legislation.
