Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government\'s Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.

We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.

The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.

In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Reporting to the Senior Manager of System Support, the Manager of Fleet Services is a key part of the senior management team as well as the fleet team that provides a well-maintained, safe, effective and efficient fleet of vehicles designed to give optimal customer service and patient care.
The Manager of Fleet Services is accountable to exercise \'\'highest standards of maintenance and cleanliness available" in the industry. The Manager is expected to conduct them self in a safe and prudent manner. The Manager will be largely responsible to ensure all EHS and EMC system vehicles are safe, serviced and maintained, cleaned and stocked in accordance with EHS / EMC policies and procedures. This Manager also serves as the primary EMC liaison with Tri-Star Industries fostering and maintaining a positive professional relationship with the EHS system vehicle manufacturer. The Manager of Fleet Services is responsible to lead and manage the system vehicle long term vehicle replacement plan through an established evergreen process approved by the Director of System Support as well assumes a lead role in EHS system vehicle design, vehicle quality improvement and quality reporting.

DUTIES AND RESPONSIBILITIES:
The position entails, but is not limited to the following:

  • Operates all vehicles in accordance with EMC and EHS policies and procedures.
  • Develops and manages all existing EMC Fleet policies and procedures to ensure they are relevant and understood by all fleet staff.
  • Responsible to employ the EMC HR Performance Management Program with all fleet staff and follow and adhere to and educate fleet staff on all related HR processes and policies.
  • Responsible to ensure all Provincial OH&S Regulations are followed and adhered to in respect to the two EHS Fleet Centre\xe2\x80\x99s including respective fleet staff.
  • Responsible to ensure the EMC Fleet Safe Work Practices (SWP) are understood, followed and adhered to in respect to the two EHS Fleet Centre\xe2\x80\x99s including ongoing new SWP development as required.
  • Develops and manages a system vehicle preventative maintenance program using established benchmarking techniques and performance metrics based on EMS Fleet Industry best practices to eliminate critical vehicle failures where possible.
  • Minimizes and mitigates system vehicle and equipment critical failure occurrences through established fleet quality assurance / trending and reporting processes and procedures.
  • Responsible for the overall management oversight for the EMC Fleet Management Software System (Collective Data) including software administration, system configuration, system reporting and associated staff training / orientation as required.
  • Serves as the primary EMC liaison with Tri-Star Industries fostering and maintaining a positive professional relationship with the EHS system vehicle manufacturer.
  • Responsible to lead and maintain system vehicle quality assurance program with the vehicle manufacturer Tri-Star Industries and co-chair the monthly EHS Fleet Quality Committee meetings.
  • Manages in close partnership with Tri-Star Industries all system vehicle Customer Owned Equipment (COE) inventory on behalf of EHS.
  • Manages and maintains a fleet parts / inventory control system based on a "just in time" inventory control system.
  • Manages and maintain the inventory of all fleet center equipment and tools both EHS and EMC owned
  • Compiles all system vehicle dally mileage reporting and distributes to all stakeholders accordingly.
  • Responsible to lead and manage the EHS system vehicle fleet daily mileage management optimizing vehicle mileage travel to promote vehicle lifecycle efficiencies.
  • Assists the Senior Manager, System Support and Director, System Support with all EHS / EMC vehicle collisions including documentation, insurance adjustment processes and damage repair management.
  • Establishes and sets all work schedules for all fleet center staff in consultation with the Senior Manager, System Support to ensure the needs of Operations will be met with minimal impact.
  • Monitors and maintains fleet readiness for all EHS system vehicle fleet spares.
  • Ensures all EHS / EMC system vehicles are repaired and stocked in accordance to EMC and EHS Fleet Policy and Procedures at all times.
  • Ensures best buying practices are followed at all times through consultation and guidance provided by Corporate Procurement and Finance department.
  • Develops policy and training to ensure all cleaning required to the vehicle interior or exterior in accordance with proper decontamination procedures and policies.
  • Develops and maintains an in-house fleet quality assurance audit program centered on EVT and SST workmanship, productivity and established best practices.
  • Supervises and provides direction to the EMC Fleet Reporting Administrator position.
  • Provides quality leadership direction and support to all fleet casual Vehicle Transporter staff.
  • Provides quality leadership direction and support to all fleet staff as per the established EMC Human Resources Performance Management Guidelines.
  • Ensures all EVT, SST and Vehicle Transporter staff are current with all required educational and certification requirements as defined within their EMC position descriptions.
  • Provides direct reports leadership by participating, supporting and ensuring accountability for all initiatives that foster a culture of patient safety and a safe work environment.
  • Provides and assists Medavie Health Services (MHS) as requested with any resource requests pertaining to Corporate Operating Company Fleet system design or analysis.
  • Displays good decision-making skills and takes initiative as needed.
  • Performs other such similar, comparable or related duties as may be required or assigned


QUALIFICATIONS AND REQUIREMENTS:

Education/Experience:
  • Minimum five to seven years\' supervisory experience.
  • Obtains and maintains a nationally recognized Automotive Fleet Manager Designation/Certification.
  • Must be a Licensed NS Red Seal Mechanic in good standing.
  • Obtains and retains a class 4 Nova Scotia License in good standing.
  • Acquire and maintain WHIMIS Certification.
  • Experience working with large commercial fleets.
  • Current certified Nova Scotia Red Seal Motor Vehicle Technician in good standing.
  • Valid Nova Scotia Class 4 Driver\xe2\x80\x99s License, and any other course related to Ambulance manufacturing, repair, inventory control and cleaning.
  • Knowledge & Skills:
  • Solid managerial/ supervisory experience in the automotive industry.
  • Formal business training an asset.
  • Effective written and oral presentation skills.
  • Leads the team by example and practices good time management.
  • Exercises a degree of discretion and independent judgment.
  • Working knowledge of computers is essential.
  • Effective oral and written communication skills.
  • Must possess good interpersonal skills in dealing with people and working in groups.
  • Has the ability to work alone with minimal supervision.

PHYSICAL REQUIREMENTS:
The employee will spend various periods of sitting, standing, walking, crouching, lifting, and/ or carrying light objects. Required to maintain one position for possible long periods of time, such as sitting at meetings, or at a desk setting. Employee will be reading data or inputting data, report writing operating a word processor, computer, calculator, and talking on the telephone. Use and exposure to general office equipment such as fax, photocopier, printer, and personal computer. Exposure to low to moderate noise levels. Position requires periodic travel and overnight accommodation.
