Main Purpose & Function
The Proactive Enforcement Manager is responsible for the execution and implementation of proactive enforcement programs and strategies, intended to expand, integrate and strengthen compliance and enforcement across the City of Vancouver. The work will include oversight of the Short Term Rentals (STR) program, coordinated enforcement related to at-risk private properties including Single Room Accommodations (SRA) and Vacant Homes.

Specific Duties & Responsibilities

This position reports directly to the Assistant Director, Community Standards in the Building Policy, Inspections & Bylaw Services and works closely within a cohesive management team which includes other Departmental Managers. The position will coordinate enforcement issues and responses, liaise with the Chief Building Official and the Chief License Inspector, and work directly with other departments, agencies and interest groups on a number of programs involving by-laws and inspection regulations. Leading a small team, the Proactive Enforcement Manager will be responsible for expanding traditional complaint-based inspections to incorporate data, risk, and broader outcome-based thinking into processes, systems, and governance.

This position will lead and coordinate the development of a pro-active enforcement strategy, and collaborate with the Department\xe2\x80\x99s Data and Analytics team to enable robust data analytics. The Manager will also identify, assess, recommend and implement associated enforcement activities on new and emerging initiatives, such as the legalization of non-medical cannabis, and assist in leading the work of a cross-agency Tactical Enforcement Team. This position will be required to preparing and present reports for Council and senior City staff, as well as engage with residents and businesses with respect to proactive enforcement activity.

Qualifications

Education and Experience:

  • A post-secondary degree in Public Administration, Public Policy, Business Administration or a related discipline
  • A minimum of 10 years work experience in a leadership role in the public sector, OR an equivalent combination of training and experience
  • Experience directing work for a small team (i.e. developing work plans, delegating tasks, work scheduling, resource management, etc.)
  • Progressively increasing experience managing, developing, improving and implementing business processes
  • Experience managing internal and external issues
  • Experience influencing internal partners or teams to achieve objectives
  • Demonstrated project management experience and ability to use project management applications, spreadsheets, word processing, and database and presentation software.
  • Proven experience in adapting to and implementing positive changes in the work environment and with engaging and motivating a team, often in the face of ambiguity and uncertainty
  • Demonstrated experience in prioritizing and managing competing demands, delays or unexpected events
  • Experience negotiating, leading, and building good working relationships with internal staff, external customers, or other third parties
  • Valid Driver\xe2\x80\x99s License for the Province of British Columbia is required
Knowledge, Skills and Abilities:
  • Thorough technical and regulatory knowledge and experience related to property use and maintenance, compliance and enforcement options, and building design and construction
  • Extensive knowledge of overall regulatory and policy approaches to compliance and enforcement
  • Good knowledge of city approval process for by-law compliance, building construction and enforcement procedures, including legal enforcement options
  • Good knowledge and demonstrated experience in human resource management, staff training, and labour relations
  • Advanced/strong hands-on skills with spreadsheets, word processing, database, presentation and project management applications. Includes the ability to design, build and utilize data management tools.
  • Ability to handle confidential and/or sensitive information with a high degree of discretion and impartially
  • Ability to provide leadership, including developing support for City-wide policy and procedures
  • Ability to enforce by-laws and regulations with firmness, impartiality, sound judgement and communicate outcomes in a manner that diffuses conflict
  • Ability to thrive under pressure and handle multiple tasks and changing priorities within tight time frames
  • Demonstrated analytical problem solving to develop progressive, creative and innovative solutions
  • Superior oral and written communication skills to present and prepare concise analyses, reports and recommendations to senior management, and consult individuals internal to the organization
  • Broad understanding of human resources and management practices
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 \xe2\x80\x93 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

The City\xe2\x80\x99s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
