Position Overview:

Reporting to the Director of By-Law Enforcement, the Manager of Enforcement will manage and provide direction to four full time Parks and School Zone Enforcement Officers within the Bylaw division.

This position will be responsible for the research and development of by-laws, as well as applicable policy development. This position will also be responsible for interfacing between the Region of Waterloo, social service agencies, housing providers, community partners, Corporate Security, and WRPS, and leading the city\'s on-the-ground, day-to-day work on a variety of strategic initiatives involving vulnerable populations, with a focus on Kitchener\'s unsheltered and precariously housed population.

Responsibilities:

  • Directly supervises the work of 4 full time parks and school zone enforcement officers within the By-law Enforcement Division, with full responsibility for recruitment, onboarding and training, direction, guidance, mentoring, discipline and performance management up to and including recommending termination
  • Leads the City\'s encampment management activities through the development and building of relationships with Regional Partners, Outreach and other service providers who support vulnerable populations.
  • Determines suitable approaches for encampments on a case-by-case basis including whether enforcement is appropriate.
  • Leads research and development of by-laws and amendments as well as applicable policy development, including reports and presentations to council.
  • Conducts research, analysis and provides support in the development of policies, programs, regulations and/or legislation for a range of by-laws and issues.
  • Conducts reviews on the development of new by-laws and/or the review of existing by-laws to ensure they are meeting current needs.
  • Review, develop and maintain by-laws, process maps, training documentation, operating procedures and policies, including standard documents and Orders issued under Provincial legislation.
  • Provides input on the development of strategic directions for the Division including researching and developing programs, proactively monitoring emerging trends and legislation and making recommendations with regard to impacts on staffing resources and deployment.
  • Develop and maintain relationships/partnerships with the Region, municipal partners, local economic development agencies, Downtown BIA, people with lived experience, religious and cultural organizations, community centers, service agencies, and non-profit organizations serving low-income, unsheltered, and precariously housed community members
  • Coordinate internal and external stakeholder meetings to address day-to-day issues/challenges (e.g. Kitchener staff, Outreach, By-Law, Parks, Security, Fire, WRPS, Housing Providers, Businesses, etc.)
  • Investigates and responds directly to complaints or inquiries from residents, business community, school boards, parent and neighbourhood groups, and public officials related to encampments and parking.
  • Collaborate with senior staff, municipal and community partners on policy, procedure and program development related to encampments and other politically sensitive projects.
  • Prepare regular updates/briefing notes for Council and senior leadership team.
  • Performs other related duties as required
Requirements:
  • Minimum of 4 years of related experience, with a minimum 2-year diploma in a related field
  • Ability to support and project values compatible with the organization
  • Working knowledge and understanding of the Provincial and Canadian justice systems, laws, and statutes in order to explain, uphold, and ensure others uphold laws (including Highway Traffic Act, Provincial Offences Act) and municipal by-laws
  • Demonstrated ability to balance competing interests

  • Grade 12 Diploma, plus up to 1 year of postsecondary courses with minimum 7 years related and relevant experience; Or
