OverviewReporting to the Director of Building Approvals, the Manager of Plan Review leads plan review and plans processing staff to oversee the processing of permit applications and coordinate between departments and external stakeholders. The aim of this position is to manage staff, policy and processes that ensure technical proficiency, fidelity to corporate values, and efficient workflow within and between departments. As a part of this function, the Manager will oversee staffing issues, offering mediation of performance and personnel issues. As an overarching function, the Manager of Plan Review will assist in developing an overall vision for Building Approvals in the City and work closely with the Manager of Inspections to effectively integrate operations.The Manager of Plan Review works in a high pressure environment with multiple demands, setting standards and procedures to continuously improve building permit application review. As we transition from paper applications to electronic intake, processing and issuance of permits, the role becomes critical for developing the interface with applicants, other reviewing departments and Authorities Having Jurisdiction.We are looking for a dynamic individual to provide expert technical direction and proven leadership to guide the section\xe2\x80\x99s performance, providing highest levels of service while developing an environment of trust and collaboration. The ideal candidate is passionate, curious, eager to learn with a sense of humility.Examples of key responsibilities include, but are not limited to:

  • Provide input on materials evaluation and alternative solutions reports.
  • Work closely with the Manager, Inspections and Inspection staff with respect to construction and technical issues related to issued permits.
  • Guide interpretation of standards and codes.
  • Convene \\ technical discussions and forums with professional consultants (Architects, Acoustical Engineers, Geotechnical Engineers, Structural Engineers, etc), contractors and developers as well as internally with City staff.
  • Guild interpretation and application of building, zoning and other applicable regulations.
  • Manage interaction and coordination with processes involving other City departments.
  • Manage Plan Review personnel.
  • Research and write bylaws and bulletins, prepare strategic plans and business cases for departmental operation.
  • Prepare studies and reports with publications advising on building issues and integrated efforts with other departments.
  • Produce and manage reports to Council and Senior management.
  • Develop new processes to improve departmental efficiency based on new, available technology.
  • Track and manage department statistics to track work-flow and assist with both leading and lagging indicators.
Knowledge, Skills & Abilities:
  • Experience working in a municipal setting is considered an asset.
  • Varied experience as a practicing architect in all forms and scales of construction including single-family, commercial and multi-tower developments.
  • Familiarity with complex building systems under varying conditions (methane, corrosive soils, smoke control, elevating devices, dewatering, district energy, fire and life safety, etc).
  • Experience presenting to Council in Public Hearings.
  • Experience managing a staff with diverse skills and experience levels.
Qualifications and Experience:
  • Professional Architecture Degree from a recognized post-secondary institution.
  • 5 \xe2\x80\x93 10 years of demonstrated work experience in the building industry in a managerial or supervisory capacity.
  • Professional licensure in British Columbia.
  • A valid Class 5 Driver\'s Licence for the Province of British Columbia.
Working Conditions:Work is mostly performed in an office environment.
