Position Overview



We are seeking a highly organized and detail-oriented professional to join our team as Manager, Payroll and HR Administration. This position is a manager-level administrative role responsible for overseeing the accuracy and efficiency of payroll operations, maintaining HR systems, and ensuring compliance with employment standards and internal policies. While this position carries managerial accountability for key Payroll and HR administrative functions, it does not include direct staff supervision or strategic HR management responsibilities. Instead, the Manager serves as a hands-on technical and administrative leader, ensuring that all payroll and HR processes are delivered with consistency, confidentiality, and precision. The Manager, Payroll and HR Administration will oversee end-to-end payroll processing, manage HR compliance requirements, and support all stages of the employee lifecycle -- from onboarding and record management to maintaining data integrity in Dayforce and related systems. This individual will act as a trusted resource to staff and leadership, providing guidance and information on payroll, benefits administration, and HR documentation. Beyond core payroll and administrative duties, this role also contributes to process improvement and organizational efficiency, identifying opportunities to streamline workflows, strengthen system functionality, and enhance employee experiences through accurate, timely, and professional support.

Key Responsibilities



Payroll & HR Systems



Accurately process bi-weekly payroll for all staff, ensuring correct application of wages, benefits, and statutory deductions. Maintain and update employee data in Dayforce HCM, troubleshoot issues, and ensure system accuracy for payroll and time tracking. Prepare and reconcile payroll-related reports, including earnings summaries, deductions, benefits, and government remittances. Prepare and issue Records of Employment (ROEs) upon interruption of earnings. Assist in preparing and submitting T4s, T4As, and year-end payroll reconciliations in compliance with CRA requirements. Support payroll system upgrades, testing, and implementation, ensuring smooth transitions and effective adoption.

Compliance & Policy



Ensure compliance with all applicable federal and provincial employment standards, tax laws, and payroll legislation. Act as Child Protection (CP) Lead; ensuring documentation is tracked and compliant with YMCA and legal standards. Maintain the EECD Portal for Early Childhood Educators, ensuring accuracy in staff setup and monitoring provincial wage rates. Contribute to the development and enforcement of internal payroll and HR policies and procedures.

Employee Support & Onboarding



Lead payroll onboarding for new employees, including system setup, verifying tax forms, and explaining pay schedules and deductions. Maintain accurate and confidential payroll records, employee files, and employment documentation. Update and maintain payroll-related sections of the Employee Handbook. ? Prepare and post job advertisements across appropriate platforms. Draft and issue offer letters and employment contracts in line with approved terms. Support recruitment by coordinating interviews and participating as a second interviewer when needed.

Compliance & Policy

Analysis & Reporting



Analyze payroll costs, variances, and trends to support budgeting and financial planning. Provide timely and accurate reporting to management to support decision-making.

Qualifications



Post-secondary education in Payroll, Accounting, Business Administration, or a related field. 3-5 years of payroll experience, with solid knowledge of Canadian payroll compliance, CRA reporting, and employment standards. Proficient in Dayforce HCM or other HRIS/payroll systems, including data maintenance, troubleshooting, and reporting. Advanced data and reporting skills, with proficiency in Excel and the ability to analyze, reconcile, and present payroll and HR data accurately. Exceptional attention to detail, confidentiality, and organization, with the ability to manage multiple priorities in a fast-paced environment. Strong interpersonal and organizational skills, supporting management in promoting a professional, respectful, and positive workplace culture. Payroll Compliance Practitioner (PCP) certification preferred; CHRP/CPHR designation considered an asset. Self-motivated and dependable, able to work independently while contributing.to a collaborative team.
