Our Current Opportunity:



Okanagan College is looking to add a Manager, Organizational Development to our People Services team.

The People Services Department is restructuring to better support current and future organizational needs. This is a new role that is being implemented as part of the restructuring.




The Role, and where it fits in the new structure:



Under the general direction of the Associate Vice President, People Services, the Manager, Organizational Development provides strategic and operational leadership in fostering a positive, inclusive, and high-performing workplace culture at Okanagan College. This position is responsible for designing, implementing, and evaluating programs that support employee learning, leadership development, performance, engagement, and recognition. Key areas of responsibility include leadership development, employee learning and compliance training, coaching and team development, employee engagement, the College's recognition programs--including the annual Employee Excellence Awards--and performance partnership.

This role develops and implements strategies, frameworks, and programs to build a high-performing, inclusive, and engaged workforce aligned with the organization's mission, vision, and values.




Functions and Duties


The general areas of responsibility for this role are listed below. Highlights of the specific duties and functions that the incumbent will be expected to undertake are included under each heading / area.



Leadership Development and Learning:



Designs and delivers leadership development programs aligned with the OC Competency Framework and institutional priorities, supporting leaders at all career stages. Provides leadership and career coaching to individuals and teams to support growth, performance, and workplace success. Oversees new hire program and training initiatives for employees and managers new to Okanagan College. Develops and curates training programs to build awareness and capabilities in equity, diversity, and inclusion (EDI), including Indigenous cultural awareness and anti-racism education. Oversees team-building workshops and customized sessions to support collaboration, communication, and positive team dynamics. Manage People Services content on the College's learning management system, ensuring compliance training is kept up-to-date, and ensuring an accessible, inclusive, and engaging learning experiences. Coordinates delivery, communication, and tracking of mandatory compliance training (e.g., respectful workplace, health and safety, privacy). Assesses and responds to organizational and departmental learning needs in collaboration with leaders and stakeholders.






Performance Partnership:



Oversees the College's performance partnership programs and processes, ensuring alignment with institutional values and priorities, including the annual myP3 performance process. Provides tools, training, and support to leaders and employees to ensure meaningful and constructive performance conversations. Evaluates and improves performance development practices based on feedback, outcomes, and evolving best practices.






Employee Engagement and Experience:



Champion a positive inclusive and values-aligned organizational culture, collaborating with leaders to embed the organizational values, respect, inclusion appreciation into the day-to-day operations of the College. Leads the administration, analysis, and follow-up of the College's employee experience survey. Supports senior leaders and managers in interpreting results and developing actionable plans to improve culture, communication, and engagement. Designs and implements initiatives that supports employee engagement, and applies inclusive, employee-centered approaches to enhance the overall employee experience.






Recognition and Appreciation:



Leads inclusive and meaningful employee recognition and appreciation initiatives across the College. Oversees the planning and execution of the annual Employee Excellence Awards, including nomination, selection, and celebration processes. Supports grassroots and department-led recognition through campaigns, toolkits, and templates.






Organizational Development & Change Management:



Design and implement OD strategies that align with business goals and drive workforce effectiveness. Conduct organizational assessments and diagnostics to identify to support leaders in identifying improvement opportunities. Facilitate organizational design, team development, and workforce capability strategies. Support enterprise-wide change initiatives using structured change management methodologies (e.g., ADKAR, Kotter). Provide coaching and tools to leaders and teams navigating organizational change. Conduct change readiness assessments, develop communication and stakeholder engagement plans.






Leadership and Management:



Provides leadership and supervision to administrative staff supporting organizational development programs. Oversees budgets and approvals related to organizational development strategies. Coordinates and oversees external consultants and facilitators engaged to deliver specialized training and development initiatives, ensuring alignment with OC's priorities and values. Manages project timelines, contracts, deliverables, and quality assurance for consultant-led engagements.


Education and Experience


Bachelor's degree in Human Resources, Organizational Psychology, Business Administration, or a related field; Master's degree or CPHR designation is preferred.

Minimum of five (5) years of progressive experience in organizational development, leadership development, or employee learning, with at least two (2) years in a leadership or advisory role, preferably in a unionized, or public sector environment.


Skills and Abilities


Skills and Abilities that candidates should possess:

Strong leadership and management skills. Ability to develop and maintain positive relationships across diverse stakeholder communities. Extensive knowledge of change management, organizational development methods, learning and leadership development. Able to interpret, and administer the applicable parts of the collective agreements. Solid working knowledge of other People Services Programs and services. Strong presentation, written and verbal communication skills. Possess strong strategic thinking, planning, analytical, negotiation, and problem solving skills. Ability to manage a high work volume and manage many competing projects, issues and initiatives. Demonstrated innovation and change management skills which include supporting and encouraging new ideas and approaches to build organizational efficiency Demonstrated knowledge of business process management and human resource planning and principles.

Schedule


The regular schedule will be thirty-five (35) hours per week, Monday through Friday, within regular business hours, but additional hours and flexibility are required from time to time in support of operational needs and the incumbent will be expected to work the hours that are required to meet their obligations to the College.



The primary work location will be the Kelowna Campus. However, following successful completion of Orientation and Onboarding activities, the incumbent will be provided the option for remote work, within the Okanagan Region, 1-2 days per week.




Annual Salary/Hourly Rate

$85,711 - $125,709 (Typical hiring range $102,853 - $114,281)
