Job Description


The Ontario Arts Council (OAC) requires an experienced financial manager who is familiar with public sector accounting principles to manage the planning, development, and implementation of our financial reporting functions and to oversee and manage all areas of risk management and fraud awareness, deterrence, detection, and reporting across the OAC and to its reporting entities.

Key Responsibilities

Finance
  • Leads/manages the development of OAC monthly and quarterly consolidated financial statements and annual financial statements for inclusion in the Provincial Consolidated Financial Statements (Public Accounts).
  • Prepares financial statements in accordance with Canadian public sector accounting standards and supports the Director in the annual audit of the OAC financial statements with representatives from the office of the Auditor General.
  • Prepares and submits government rebate forms, charity, and information returns, and financial information to OAC\xe2\x80\x99s Ministry, for the preparation of the consolidated accounts of the province.
  • Reviews payroll reports for approval by Director and ensures all regulatory requirements of payroll are met and reports reconciled with CRA records.
  • Ensures and validates the reconciliation, and matching of granting financial records in the budget, accounting systems, and granting systems.
  • Ensures full preparation of materials for annual audit, including draft financial statements and provision of journal entry listings, general ledger, and trial balance; tracks and reports progress and informs Director on progress, timelines and risks.
  • Responsible for modernizing and building financial management and reporting systems.
  • Prepares any financial submission in directive and regulation compliance, as well as financial information in joint submissions.
Risk Management & Compliance
  • Provides leadership and oversight to the development of objectives, strategies, policies and programs for the Unit\'s identification, assessment, and mitigation of all risks across the OAC.
  • Ensures that all significant risks and opportunities for control and mitigation are effectively identified, analysed, interpreted, consolidated, reported on, and managed, including in response to new trends / threats / technologies /etc., advanced fraud techniques, new program initiatives, and other external/internal factors.
  • Liaises with all business units and program areas and works with them to consistently document all business processes together with risk assessments and recommendations for enhancements to internal controls to identify and manage risks.
  • Implements a systematic and proactive consolidated risk reporting process across the OAC, including liaising with all business units to document processes, identify and manage risks, and development of the OAC framework, tools and methodologies.
  • Supports the development of in-year and multi-year mitigations strategies.
  • Provides expert advice and recommendations to the CEO and senior management on fraud/risk performance and measurement activities.
  • Seeks to ensure that the OAC\'s risk and fraud management efforts support the requirements of the certificate of attestation process, particularly with respect to management\'s responsibility to implement and evaluate the effectiveness of internal controls.
  • Tracks, analyzes, and then reports to Director and CEO on compliance matters with respect to the Memorandum of Understanding between OAC\xe2\x80\x99s oversight Ministry and OAC in the Ontario government framework, and in all relevant directives and regulations.


People Management/Leadership
  • Serves as a member of OAC\xe2\x80\x99s management team and collaborates with the entire management team, across departments, to facilitate and improve financial information and processes and for risk management.
  • Ensures the effective management of the Unit\'s resources. Plans and administers the Unit\'s budget.
  • Manages human resources and labour relations of those reporting to them, including hiring, training, development, performance management and attendance approvals and ensures that the appropriate staff complement, skill sets, structures and work assignments are in place to support their work.



Key Qualifications

  • Bachelor\'s degree in accounting, business administration or commerce, post-graduate degree an asset, or the equivalent in other education and experience;
  • A minimum of 5 years progressive experience in finance and/or business management and administration, preferably with the public and not-for-profit sectors;
  • Chartered Professional Accountant (CPA) designation, or in progress;
  • Designation as Certified Fraud Examiner or equivalent is preferred;
  • A strong background in budgeting, auditing, taxes, government reporting, risk, payroll, accounting standards, and internal controls;
  • Up-to-date knowledge of the various accounting standards applicable to government agencies and not-for-profit organizations;
  • Strong experience with risk management;
  • Experienced manager of labour and employee relations;
  • Strong ethics and judgement when dealing with sensitive and confidential matters;
  • Efficient and effective management style with the ability to prioritize and plan complex undertakings;
  • Strong conflict management skills, with a proven ability to successfully build trust, listen, and foster a collaborative environment with individuals and groups with diverse identities internally and externally;
  • Strong and effective verbal and written communicator in English with solid presentation skills;
  • Sound knowledge of Microsoft Office 365 and Great Plains (Dynamics), or other similar accounting software;
  • Ability to provide significant, unpaid overtime and/or travel when required.
