Position Summary
Newcomer Women's Services Toronto is seeking a strategic and people-focused Manager, Newcomer Women in Construction, to lead the Build HER Future project, an initiative dedicated to advancing women's participation and success in Ontario's construction industry. This role will oversee the planning, execution and performance of the project, which supports newcomer and racialized women in accessing training, mentorship, credential recognition, and employment in the construction industry.
The Manager will provide leadership and oversight to a diverse team, overseeing all aspects of project delivery, ensuring alignment with organizational priorities, funder expectations, and community needs. This role necessitates a thoughtful and proactive leader with experience in program management, community engagement, and workforce development, preferably within or connected to the construction or skilled trades sector. The successful candidate demonstrates a commitment to equity, innovation, and results, and adeptly navigates complex partnerships, reporting requirements, and team dynamics in a fast-paced environment.
Key Responsibilities
Project Leadership & Oversight:
Provide strategic guidance and operational leadership for the BuildHERFuture project in alignment with organizational objectives and funder expectations.
Supervise the daily coordination, execution, and oversight of project activities, including credential support, training access, employment outcomes, and stakeholder engagement.
Oversee project work plans, timelines, and deliverables to guarantee successful execution and reporting.
Monitor key performance indicators and prepare internal updates and reports for funders, ensuring compliance with contractual obligations.
Collaborate closely with other program managers to develop and implement best practices across teams.
Team Management & Supervision:
Supervise a cross-functional project team, including Job Developers, Employment Counselors, the Skills Development Counsellor, Intake Coordinator, and Project Lead
Provide coaching, mentorship, and performance management to support individual and team success.
Foster a collaborative team culture that values innovation, accountability, and equity.
Coordinate internal communications and ensure team alignment on project goals and outcomes.
Stakeholder Engagement & Sector Partnerships
Establish and sustain robust partnerships with employers within the construction industry, unions, training institutions, funding organizations, and community collaborators.
Represent NEW and the BuildHERFuture project at sector events, advisory groups, government consultations, and public engagements.
Encourage inclusive employment practices and advocate for the integration of newcomer women into the workforce.
Program Development & Innovation
Identify opportunities to strengthen program design and enhance participant outcomes based on labour market trends and community needs.
Develop new initiatives, partnerships, and pilot models that support the sustainability and growth of the project.
Collaborate closely with NEW's leadership team to ensure that project activities are aligned with the broader organizational strategies and priorities.
Supervise budget planning and expenditure monitoring in coordination with senior leadership and finance teams.
Ensure strict adherence to organizational policies, funder requirements, program deliverables/targets and quality assurance standards.
Monitor the program's budget. Oversee the budget and directly manage budget lines while monitoring expenditures.
Ensure the development of comprehensive program-level security management plans, which include training strategies and communication protocols, to attain compliance with the organization's security management standards and framework.
Monitor, assess, and mitigate risks associated with program operations. Participate in organizational risk management processes.
Maintain precise documentation of program activities, stakeholder involvement, and outcomes for monitoring, reporting and evaluation purposes.
Position Minimum Qualifications/Requirements
Completion of an undergraduate degree in Social Sciences, Humanities, Education, Business Administration, or a related field; equivalent experience will be considered. A Master's degree is preferred.
A minimum of five years of progressive leadership experience in employment services, community programming, or workforce development.
Knowledge of the construction industry and skilled trades pathways is required.
Experience managing multidisciplinary teams and overseeing program implementation from planning to evaluation.
Strong understanding of employment barriers faced by newcomer and racialized women
Knowledge of labour market information (LMI) and/or business development is considered to be a strong asset.
Bilingualism is required
Demonstrated ability to build and maintain relationships with employers, funders, training providers, and community stakeholders.
Demonstrated experience working in a unionized environment.
Strong community awareness and astuteness.
Ability to successfully navigate in a fast-paced and outcomes-driven environment
Experience with strategic planning and change management.
Demonstrated successful experience in project management, including the implementation of projects across the entire organization.
Familiarity with government-funded projects and budgets.
Willingness and ability to travel throughout Ontario. A valid driver's license and access to a reliable vehicle are required.
Flexibility to work occasional evenings and weekends as required by the project.
