Job Description

INTRO
The Manager, Monitoring Programs and Risk Assessment works under the direction of the Director, Corporate Environmental Protection and is accountable for leading the team in the planning and delivery of compliance commitments critical to the delivery of several projects of significance as per the Canadian Environmental Assessment Act, 2012, Impact Assessment Act and ongoing operations of the Chalk river Laboratories (CRL) under the site licence. The branch oversees operation and compliance commitments with respect to the CRL effluent, environmental, and groundwater monitoring programs as well as completion of the CRL Environmental Risk Assessment updates and follow-up studies and monitoring activities. This involves decision making in a complex environment that includes providing assistance and guidance to other CNL sites with respect to effluent, environmental, and groundwater monitoring programs, and environmental risk assessments.

In this role, the Manager has responsibility for the management and execution of compliance activities related to monitoring programs and environmental risk assessments and has extensive experience in the design and operation of effluent, environmental, and groundwater monitoring program for nuclear facilities, and the environmental risk assessment process for nuclear facilities. As such, the Manager is responsible for ensuring that required resources are available to meet the stated objectives, the development and oversight of branch budgets, the supervision and development of staff, providing leadership and direction for the branch, and ensuring the data collected is sufficient to support the regulatory process. Additionally, these activities extend to other CNL sites including ERM Prototype Reactors sites (Gentilly, Douglas Point, Nuclear Power Demonstration), Port hope Area Initiative, and Whiteshell Laboratories. For the foreseeable future (more than 5 years) ongoing support for the three major projects undergoing federal level Environmental Impact Statements and regulatory reviews adds a level of complexity and coordination of many staff across organisational boundaries

DUTIES

  • Oversee the effective management of effluent, environmental and groundwater monitoring programs and environmental risk assessments
  • Oversee operation and compliance commitments with respect to the CRL effluent, environmental and groundwater monitoring programs; including the provision of guidance and assistance to other CNL sites.
  • Oversee completion of the CRL Environmental Risk Assessment updates and follow-up studies and monitoring activities
  • Oversee and provide guidance on any special investigations or supplementary studies as required by the monitoring programs, the environmental risk assessment, or operations.
  • Coordination and execution of compliance activities related to monitoring programs and environmental risk assessments
  • Accountable for the overall management and daily operations of the branch, ensuring that services provided by the branch meet customer expectations and are consistent with business goals.
  • Prioritizes assignments and deliverables to manage and maintain effective progress. This includes multi-tasking, assigning and reassigning priorities at short notice in order to deal with the continually changing workload.
  • Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.
  • Oversees the maintenance and operation of the Environmental Data Management System, the company-wide repository for environmental data.
  • Anticipates and interprets client needs to identify solutions and responds decisively and quickly to emerging opportunities or risks.
  • Ensures nuclear safety and the safety of employees' remains overriding priority in all activities.
  • Accountable for supervision and development of staff, ensuring that the required resources are available to meet the branch's objectives, and ensuring appropriate training and succession planning within the branch to maintain capability.
  • Develops HR strategy for branch succession planning.
  • Performance management of staff - Coaches, challenges, and provides opportunities for growth.
  • Deals with a wide range of personnel needs and issues.
  • Optimizes diversity among team members to build strong teams with complementary strengths.
  • Act as a lead liaison between environmental protection and other areas of the organization as it relates to monitoring programs and risk assessments.
  • Resolves problems through immediate actions or short-term planning and sets priorities to ensure task completion
  • Frequently interacts with functional peer group managers, normally involving matters between functional areas, other company divisions, units, customers and the company.
  • Maintain a high level of internal communication with the Environmental Monitoring Branch that oversees the field and laboratory execution of the effluent, environmental, and groundwater monitoring programs.
QUALIFICATIONS
Education
  • Environmental Science degree at the bachelor level as a minimum, M.Sc preferred, from an accredited university with a minimum of 10 years' experience gained through leading multidisciplinary teams in a scientific and/or nuclear environment in the areas environmental and effluent monitoring and project impact assessment reviews.
  • Possesses a broad scientific background, acquired through formal training and several years of experience, preferably in environmental reporting (effluent, groundwater, environment) and implementation of programs in these areas in compliance with CSA standards and CNSC regulations and requirements.
Experience:
  • Ten (10) or more years of experience of technical project, compliance and interaction with the regulators is required.
  • A minimum of two (2) years in a significant and relevant leadership role.
  • Experience managing staffing functions at the branch level, including hiring, training, succession planning with mature leadership competencies in organization and administration of team with diverse subject matter expertise. Experience providing advice and guidance to other management staff as well as executives.
  • Extensive experience in the design and operation of effluent, environmental, and groundwater monitoring programs for nuclear facilities, and the environmental risk assessment process for nuclear facilities
  • Extensive experience with interpretation and application of regulatory requirements, e.g., NSCA and CNSC regulatory documents, Wastewater System Effluent Regulations, Fisheries Act, Impact Assessment Act, Canadian Environmental Protection Act.
  • Experienced in interactions with regulators on environmental matters, including audits and inspections, and management of corrective actions.
  • Demonstrated experience and success in leading multidisciplinary teams.
  • Experience in industry standard environmental data management practices is an asset.
  • A broad scientific/management background, acquired through formal education.

  • Hold superior interpersonal skills to deal with staff (safety specialists, environmental specialists, operations staff) across the CNL organization, resolving complex technical, financial, operating issues while building strong relationships with the different customers.
  • Must have effective written and oral communication skills and strong meeting management skills.
  • Strong communication, planning and administration skills as well as ability to gain support and respect from management, staff, and peers are also very essential.
  • Ability to predict issues and potential risk of non-compliance before they arises, while communicating and implementing mitigation plans that lead to resolution.
Job/Industry Specific Knowledge:
  • In-depth knowledge and experience with the CSA N288 suite of environmental standards for nuclear facilities, including N288.1 derived release limits, N288.4 environmental monitoring programs, N288.5 effluent monitoring programs, N288.6 environmental risk assessments, N288.7 groundwater protection and monitoring programs, and 288.8 action levels for effluent monitoring programs.
  • A deep understanding of relevant provincial, federal, and international standards and guidance as they pertain to environmental and public safety, e.g., Ontario Ministry of Environment, Canadian Council of Ministers of the Environment, International Atomic Energy Agency (IAEA) safety standards and International Commission for Radiation Protection (ICRP) publications.
  • Knowledgeable in requirements of the National Pollutant Reporting Inventory, Greenhouse Gas Reporting, Federal Halocarbon Regulations, Species at Risk Act, and the ISO-14001 Standard on Environmental Management Systems
  • Knowledge and experience with CNL's site development process and engineering change control process is required.
  • Experience in industry standard environmental data management practices is mandatory.
  • The incumbent should an excellent knowledge of CNL and the nuclear industry, in general, and key customer organizations, in particular. The latter is normally acquired through several years of experience in supervisory and/or management roles within CNL or an equivalent Government of Canada (GoC) organization.
