Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

The Health Sciences Centre (HSC) Medical Device Reprocessing Department (MDR) is a clinical support department responsible for reprocessing of medical devices for HSC and external customers, and management of consumable supplies for the surgical case carts. The service includes the selection and use of new technologies, as well as chemical disinfection, ethylene oxide sterilization, steam sterilization, pasteurization and computerized processing equipment in response to environmental, occupational and infection control standards. Staff are required to have good knowledge of medical devices used on patients as well as knowledge of the standards established by the Canadian Standards Association (CSA).

The MDR Department manages the supplies for HSC operating rooms as official inventory.

The work performed includes the reprocessing of medical devices used during all surgeries as well as devices used for diagnosis and treatment. MDR uses an automated case cart system to supply consumable supplies and instruments for surgical cases.

Linen Services is responsible for the efficient management of the HSC linen and uniform system, which includes a computerized linen quota and billing system. An automated scrub dispensing system is used for OR scrub uniforms.

Main Function * Provides administrative leadership to the MDR Department through the development, implementation, monitoring, and evaluation of systems and processes to achieve Department, Corporate and Regional objectives, and provide feedback to the Director, Patient Services, Surgical Processes.

  • Organizes, controls and manages the designated Linen Services functions for the HSC, including the efficient utilization and management of human, material and monetary resources.
  • Maintains the inventory modules of the MDR Information Systems (TDOC) and ensures the TDOC value of official inventory and HSC book value balance.
  • Organizes, controls and manages the automated scrub dispensing system at HSC, including system upgrades and database management, and liaises with the system vendor.
  • Provides resolution of site-specific issues and problems and system improvements. Maintains operation of current computer systems such as workload measurement, billing and cost analysis, for planning and implementing service charges and enhancements for MDR and Linen Services.
  • Ensures that the daily operations performed within the MDR and Linen Services areas are conducted in a manner consistent with Provincial Work Place Health and Safety Guidelines, as well as the Canadian Standards Association (CSA) and Infection Control Practices.
  • Liaises with Winnipeg Regional Health Authority (WRHA) Laundry Operations regarding linen ordering levels, shortages, etc..
  • Functions as part of the MDR leadership team working with other MDR managers and staff.
  • Provides assistance to the Director, Patient Services, Surgical Processes as required.
Experience
  • Three years previous management experience in a healthcare setting.
  • Experience in financial monitoring and control, supply management, workload delegation, quality control, and staffing methodology.
  • An extensive knowledge of computer systems and management information systems methodology required.
  • Must have or be able to acquire within a reasonable period of time a thorough knowledge of occupational hazards and safety precautions and regulations applicable to the areas of supervision.
Education (Degree/Diploma/Certificate)
  • Bachelor\'s degree in Health Services, Business Administration or other related field is required.
  • An equivalent combination of education and experience as recognized by the Centre may be considered.
  • Completion of a recognized course of study in health services management, such as the RRC/WRHA collaborative Health Services Management Certificate Program is preferred.
Qualifications and Skills
  • Preference will be given to those applicants competent in an Indigenous language and/or knowledge in Indigenous customs, traditions and values.
  • Complete working knowledge of the procedures and standards governing the work performed in Medical Device Reprocessing and related areas.
  • Knowledge of supply chain management.
  • Advanced knowledge of information systems used for supply management, medical device tracking and surgical case cart management including financial interfaces, report design and spreadsheet and database software.
  • Demonstrated ability to plan and implement service changes and enhancements.
  • Demonstrated responsiveness to customer needs is essential.
  • Must have excellent leadership, organizational, analytical, interpersonal, communication, problem solving, judgment and report writing skills.
  • Strong financial skills are essential.
  • Must be able to function well under stress.
  • Must have integrity, dependability, honesty, initiative, tact and high ethical standards to deal effectively with a variety of internal and external contacts.
  • Must be able to interact effectively as a liaison with all stakeholders, i.e. Operating Room (OR), Anesthesia, Material Management, Finance, Laundry.
  • Must be able to effectively give presentations to professional staff within the Centre.
