PRIMARY FUNCTION



The Manager for Medical Affairs & Academic Affairs reports to the VP, Medical & Academic Affairs and works with the Chief of Staff & EVP Medical & Academic Affairs to develop and affect local and collaborative partnership, operations, processes, leadership and governance for Medical Affairs and Medical Education (PGME/UGME) and other nursing/allied health placement initiatives at KHSC. The Manager of Medical Affairs & Academic Affairs will work with key internal and external stakeholders including Queen's University Postgraduate and Undergraduate Medicine, allied and nursing affiliates to support the functions of education and Medical Affairs & Academic Affairs which include but are not limited to:


General:
Support the VP Medical & Academic Affairs and Chief of Staff and EVP Medical and Academic Affairs, Physician Leadership, the Credentialed Professional Staff, Learners, and align these groups with the KHSC Vison, mission and values to ensure compliance, best practice and optimal patient care is achieved. Assist in quality and process improvements within the organization.




Medical and Academic Affairs:
Assist in development and accountability of policy and procedure, Bylaws, Rules and Regulations and other relevant Legislation (ECFAA, PHIPA, FHIPA etc.). Review and develop policy and procedure as well as Medical Directives and Contracts. Understand and promote College of Physicians requirements and work within the Public Hospitals Act and related legislation to monitor and oversee Professional Staff Credentialing at KHSC. Oversee the budget for Physician Remuneration. Assist in the coordination and oversight of performance reviews for administrative staff, Medical Affairs staff, and reviews of Professional staff. Actively participate on several hospital committees: Credentials Committee, MAC sub Committees, Policy and Procedure subcommittees.




Academic Affairs:
Work very closely with Professional Practice Program, Postgraduate PGME program to support, assist and monitor Resident, Medical Clerk and Medical Learner experience, along with other learners at KHSC, ensuring compliance with the Affiliation Agreement between KHSC and Queens, and other affiliates, PARO agreements and relevant legislation. Actively participate on several hospital committees (Medical Education Committee, Postgraduate Education Committee, Undergraduate Hospital Liaison Committee, and other interprofessional care committees).



RESPONSIBILITIES & DUTIES INCLUDE

:
In Collaboration with the VP of Medical and Academic Affairs, and Chief of Staff and EVP Medical and Academic Affairs, the Manager will help develop, implement, operate and monitor standardized processes and documentation to support the credentialing and human resource lifecycle of professional staff and professional staff leaders including: + Oversight and management on the Credentialing of Professional Staff (via the Common Credentials system and Committee)
+ Identifies and addresses issues with CPSO/RCDSP license
+ Support process changes and improvements or liability issues with new and re-credentialing of Professional Staff to the organization
+ Professional staff/leader recruitment (in collaboration with Queen's, and as appropriate PC)
+ Professional staff/leader Orientation: Reviews orientation practices on an ongoing basis to ensure alignment with Corporate goals and directions
+ Performance Review: Supports the development of performance review for Professional Staff with Departments
+ Identify and implement strategies for enhancing professional staff engagement, retention and well-being
Works with the VP of Medical and Academic Affairs, SEAMO, Chief of Staff & EVP Medical and Academic Affairs, Finance and external stakeholders in the management, oversight and allocation of the Medical Affairs Medical Remuneration Budget. Supports the VP of Medical and Academic Affairs with professionalism issues or concerns ranging from professional behaviour to legislative compliance, financial/ payment issues, contracts, Medical Advisory Committee updates, policy/ procedural questions, Physician Engagement and Onboarding, etc. Support, monitor and manage activities of direct (& indirect) reports including work flow/ policy and procedure development, benefits and wages, work life issues and resolution and team building. Reports to and works with the VP of Medical and Academic Affairs to support Residents and Medical Learners through the Affiliation Agreement with Queens's Postgrad and Undergrad programs of Medicine, and other allied/Nursing and affiliations: + To foster a healthy working relationship with our staff and faculty partners to ensure needs of learners within the organization are met
+ Support and encourage an inter-professional and collaborative learning environment
+ Management of MOHLTC reporting requirements around medical education, in particular Medical Trainee Data
+ Supports preparation for the Royal College of Physician and Surgeons accreditation process
+ Supports preparation for UGME accreditation process
+ Provides support for learning activities in coordination
+ HR and onboarding issues as they pertain to postgraduate and undergraduate medical trainees, other learners
+ Support and onboarding of all aspects of observational job shadow opportunities for learners who would like opportunities to work with physicians
+ Ensure that planning/capital processes are appropriately informed of learners needs and space requirements
+ Manage hospital issues arising from the PARO contract
+ Works with Postgraduate and Undergraduate Programs to understand and mitigate educational impacts of hospital service delivery changes
+ Addresses issues related to on-call rooms, lockers, lounge/study space for medical learners, policy on learners at KHSC, tracking and noting Medical Trainee Data days via MOHLTC and Queen's
Contributes to the corporate efforts and initiatives, as appropriate, to enhance KHSC's mission, vision and values. Performs duties in a manner that demonstrates the employee's commitment to developing a culture of patient and staff safety through accountability, reliability, trust and team work. Works in compliance of the Occupational Health & Safety Act and its regulations, reporting hazards, deficiencies and contraventions of the Act, in a timely manner. Collaborates with the VP of Medical and Academic Affairs and the Chief of Staff to address the following areas: + Aligning practice and management of the Professional Staff (Physicians) via strategies of quality improvement
+ Fiscal accountability and resource utilization, and
+ Compliance with Bylaws, Rules and Regulations and relevant external Legislation

BASIC QUALIFICATIONS

:
Undergraduate Degree in Business Administration or a related field; or, a combination of related work experience and education. 5 - 7 Years of significant position related experience required. Knowledge of physician credentialing, recruitment, bylaws, and remuneration models. Familiarity with medical education programs, accreditation, and affiliation agreements. Skilled in interpreting legislation and developing healthcare policies. Builds effective relationships with physicians, executives, and academic partners. Strong judgment and decision-making aligned with organizational goals. Manages multiple priorities and drives operational improvements. Proficient in Microsoft Office and credentialing systems Experience supervising teams, conducting performance reviews, and managing employee relations. Proven ability to attend work regularly. Satisfactory criminal reference check and vulnerable sector search required.
