Valard Construction is seeking a dynamic person who can take the initiative and work independently to fill the role of Manager, Lands, Permitting and Reclamation in its Forest & Lands Group. This position is responsible for the following operating areas:

Lands:

  • Working collaboratively with other disciplines, oversee the planning and design of project site infrastructure to support camp developments, including: access roads, storage ponds, above and below ground utilities, water & wastewater systems, etc.
  • Oversee municipal, provincial and federal applications for the construction and operation of electrical infrastructure.
  • Manage land use requests and work with the corporate development team and project stakeholders to determine land access/occupation requirements and obtain permits.
  • Work with Valard management to develop land acquisition strategies that support new business pursuits.
Surface and Subsurface Land Matters:

Work closely with all Valard Departments to;
  • identify and register appropriate easements to ensure future connectivity of all projects.
  • acquire easements and related agreements for required infrastructure from impacted landowners.
  • assess available subsurface and surface ownership opportunities.
  • monitor overall security, allowed use and condition of the asset ahead of development.
Finance:
  • Work with ROW finance team to forecast capital costs for all land related aspects of projects
  • Make recommendations regarding land costs, comparable market values and compensation.
  • Provide cost benefit assessments of various infrastructure scenarios.
Project Development:
  • Prepare cost estimates for internal and external Biosecurity and reclamation.
  • Engage and manage third party consultants to support project site planning and execution.
  • Provide expertise and collaborate with consultants/ specialists through contracted services.
Environment:
  • Complete preliminary environmental reviews to identify and address potential environmental constraints to transmission line and substation construction.
  • Complete the environmental section of Facilities Applications and respond to Information Requests from the AUC, as required.
  • Conduct field inspections to ensure environmental procedures are being followed.
  • Work closely with Valard's Environment team and coordinate with other functional groups to complete required project deliverables.
  • Contribute to the development of environmental reclamation and bio-security related standards, procedures, and work processes.
  • Act as subject matter expert on reclamation assessment and management.
  • Develop positive relationships with all regulatory agencies at the Municipal, Provincial and Federal level.
Requirements:

Qualifications:

The ideal candidate will possess 5 to 10 years of directly related experience and possessa professional designation in a related field (Engineering, Environmental Sciences, Forestry, Geography, Biology, or Agrology, etc.).

This position requires a high degree of interpersonal skills for dealing with internal and external stakeholders including landowners, regulatory agencies and external companies and consultants. Valard promotes a collaborative approach amongst its various disciplines and operating Groups and the successful permitting manager would thrive in such an environment. To succeed in this position the Manager would also require a good understanding of infrastructure projects, approvals & permits and land requirements.

Additional qualifications are:
  • Good project management and organizational skills.
  • Strong writing, critical thinking, editing, and communication skills.
  • Good working knowledge of provincial and federal legislation, regulations, and guidelines.
  • Familiarity with the requirements of Environmental construction monitoring, including soil handling and management, erosion and sediment control and reclamation.
Other skills that would be considered an asset are:
  • Possession of an Alberta Land Agent License.
  • Experience with GIS programs.
  • Demonstrated competency in wetland identification and mitigation.
  • Experience in facilities application regulatory process.
  • Knowledge of or experience in, land processes, surface rights and farming practices including the full land process of land acquisition/issue resolution.
Lesser qualified candidates may be considered at a lower level.
