This growth comes with year over year record breaking dwelling units being constructed requiring the City\'s Land and Building department to continually pursue innovation, process streamlining and effective file management.

Reporting to the Director, Development Services, the City of Whitehorse is seeking a strong regulatory professional to join the Development Services team. In the role, the new Manager will:

  • Manage application and enforcement of land and building regulations.
  • Oversee the customer service functions including processing of development/building permit applications, associated filings, and tracking systems.
  • Prepare and control the department\'s annual capital, operation and maintenance budgets.
  • Collaborate and negotiate with governments bodies (including First Nations) and major developers.
  • Coordinate input as Chair of the City\'s Development Review Committee.
  • Act as key contact to internal and external stakeholders and right-holders regarding subdivision and disposition of lands created through the Yukon Government/City Land Development Protocol and related agreements.
  • Work closely with the various City and government departments as well as local utility providers to ensure that orderly and efficient development occurs.
  • Provide team leadership (15) including recruitment, safety, and performance management consistent with collective agreements and City policies.
  • Undertake major studies and develop strategies, directives, policies, and procedures to advance land management, zoning enforcement and building inspection services.
For this important hire, the city is looking to meet candidates who possess a nice mix of the following:

(Please note experience working in Canada in a management capacity and related field is imperative to this position).
  • Experience in the planning and development divisions of a municipality, government body or regulatory entity within Canada.
  • Have led a portfolio that includes land management and building inspection in Canada.
  • Degree in related discipline including Civil Engineering, Urban and/or Regional Planning, Architecture or training in regulatory environment.
  • Minimum eight years progressive, related experience, four of which have been in a supervisory or management level.
  • Experience working with First Nations or good understanding/respect for their culture.
  • Solid track record in directing budgets, financial and strategic planning.
  • Strong stakeholder or intergovernmental management skillset with experience presenting to management teams, council or community members or large audiences.
  • Comfortable making presentations and discussing sensitive matters in respectful manner to a variety of audiences.
  • Excellent organizational skills, and ability to multitask with minimal supervision.
  • Proven written and oral communication skills to develop and present reports, position papers and proposals.
The compensation package for this position will include base salary in the range of $125,208.86 - $155,953.33 with full benefits, bonus, 4 weeks\' vacation with 2 weeks management leave, RRSP at 14% as well as mental health funding, professional development, and northern allowance of $2900.
