ABOUT THE ROLE




Leads the development of the Region's 10 Year Housing and Homelessness Plan and Housing York Inc. Strategic Plan, annual business plans and coordination with the local municipalities on planning for affordable housing. This position leads the analysis of housing data, legislative requirements and housing policies; providing business process, housing program, and policy support to the branch and community housing providers; development, review and evaluation of regional housing initiatives including development of key performance indicators.


WHAT YOU'LL BE DOING




Provides key support to high priority initiatives and manages strategic projects that focus on the Department and Branch objectives. Assists in responding to issues and changes impacting Branch business areas and change management. Plans, analyzes complex material, and synthesizes key concepts and results. Identifies potential issues and escalates concerns and recommends solutions. Provides input to or prepares reports, briefing notes, presentations, statistics, and analysis, for senior management, as requested; assists in the preparation of reports on policy and studies for presentation to the senior management team, Committee and Council. Maintains awareness of evolving Branch issues by participating in planning and policy development activities as they relate to Departmental and Regional policies. Manages multi-partner projects and cross jurisdictional research and take projects to successful completion. Assists in developing annual business/work plans, key performance indicators and in developing service plans and staffing proposals. Implements, plans and develops program policies, procedures and operational supports for the Branch, ensuring they are coordinated and integrated with Branch policies, objectives, directions and strategies. Monitors and reports on legislation and policy from other jurisdictions, including federal and provincial governments, with implications for the Branch programs in the Region. Monitors and evaluates service delivery to meet provincial mandates and Branch objectives; ensures standards are met and are in compliance with legislation. Coordinates responses to provincial audit and compliance activities for the Branch; develops action plans and ensures follow up where appropriate. Monitors expenditures to ensure compliance to budget and the effective and efficient use of resources. Liaises with and proactively develops relationships with stakeholders to facilitate the delivery of services. Participates on or chairs committees, meetings, task forces, work groups and special projects, as directed. Ensures adherence to the Region's policies, guidelines and bylaws and manages information in accordance with legislation and corporate standards. Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices. Promotes the code of conduct, Regional values and HR policies with all staff of the section. Performs other duties as assigned to meet Departmental goals and program/service objectives.

WHAT WE'RE LOOKING FOR




Successful completion of a University Degree in Public/Business Administration, Social Sciences, Planning or related field or approved equivalent combination of education and experience. Minimum five (5) years experience in government sector with responsibilities in human services, social services, health services or social housing policy development, analysis, and project development and minimum of 2 years of direct supervisory experience. Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations. Demonstrated ability in the Region's leadership and corporate core competencies. Proven relationship building skills to work collaboratively with internal and external partners to develop and manage innovative outcomes. Ability to see and make service connections between different programs and collaborate for positive client outcomes. Fosters creative and innovative thinking and leverages networks and experiences in other jurisdictions; demonstrates an understanding of external influences, trends in other jurisdictions and opportunities to improve policy or service delivery. Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships. Strong communication, influencing and presentation skills with a strong customer focus. Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines. Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation. Advanced skills in virtual platforms and MS Office Suite including the use of virtual platforms for conducting meetings and/or presentations. Informed and active leadership to confront bias and systemic barriers and comply with or build inclusive practices in business processes, recruitment practices, team management, etc. to ensure inclusive and equitable workplace.
