Job Information

Nova Scotia Health (NSH) provides sustainable safe and high quality health services that are accessible, people-centred, promote health and wellness and optimize the health of all Nova Scotians. This is accomplished across four geographic management zones which are responsible for the operation of acute care health centres and the provision of a variety of inpatient, outpatient services including academic, tertiary, quaternary care and community based programs and services including continuing care, primary health care, public health, and mental health and addictions.

Public Health plays a vital role in the health system with a focus on health protection, primordial prevention, and healthy communities. This requires people and systems in place to monitor health status and factors affecting health and develop and implement measures at multiple levels (local, provincial, national and international).

Nova Scotia's public health system requires inter-disciplinary collaborative public health teams with supports that enable those teams to design and implement optimal public policy and programs. The provincial Public Health Standard, Protocols and the Workforce Development Strategy speak to the need to ensure that the public health work force has the capacity to achieve its mandate to protect and promote the health of the population.

About the Opportunity

Reporting to the Director, Science and System Performance, (SSP) and working across the public health system and with the health protection staff in the Department of Health and Wellness (DHW), the Manager of Health Protection provides an expert level of advice and strategic leadership to the operational planning, development, implementation and evaluation of programs, standards and protocols for health protection work within the NSHA.

The Manager, Health Protection - Training and Quality Assurance (SSP) provides an expert level of advice and oversite to the planning, development, implementation of training and evaluation of program standards, evidence and best practice related to public health's health protection standards and protocols.

The Manager provides leadership and advanced knowledge to support the development and implementation of a coordinated provincial training program to prevent the spread of communicable diseases, supports the implementation of publicly funded immunization programs, and protect the public from health hazards and ensure public health preparedness for emergencies. The Manager must also ensure that routine and enhanced surveillance is conducted across the province, in collaboration with partners, and that reports are completed as required.

The Manager sets conditions for the public health system to succeed by developing key internal and external partnerships, leveraging resources, developing processes, measuring results and working collaboratively across zones, networks, communities and organizations.

These values are rooted in an understanding of the broad determinants of health and the historical principles, values and strategies of public health and health promotion.

The position works with public health leaders, staff and other stakeholders, including provincial government departments, to support action at local, zone and provincial levels to protect the health of Nova Scotians as defined by the Health Protection Act (HPA) and regulations under the HPA.

About You

We would love to hear from you if you have:

Baccalaureate degree in nursing , public health sciences, environmental health or other relevant field

Masters degree preferred (public health, nursing, community health or other relevant field)

Equivalent combination of education and experience may be considered.

Eligible for registration with a professional body as appropriate

A minimum of five years experience in relevant leadership position.

3 years relevant practice experience in the area of health protection

Proficiency in the Core Competencies for Public Health

Ability to communicate effectively with a wide variety of stakeholders using a variety of methods.

Demonstrated success in building strategic partnerships, networks, coalitions, and collaborative working relationships with a variety of internal and external partners to support health protection work.

Demonstrated judgment, decisions making, and problem solving skills

Demonstrated planning, organization and time management skills. Ability to deal with competing priorities

About You Continued...

Knowledge of applicable legislation and regulations including the NS Health Protection Act, NS Health Authorities Act etc.

In depth knowledge of Public Health programs, practice including the health protection mandate and functions in Nova Scotia. Experience in the planning, development and evaluation of public health programs, services and intiatiaves based on surveillance data, epidemiology, community assessment and best practice models.

Innovative systems thinking with an understanding of working with communities to protect against communicable diseases, health hazards and emergencies.

Proficiency in LEADS

Demonstrated high standards of ethics, integrity, respect, accountability and upholding the public interest, and ability to use them effectively in decision-making.

Leadership skills consisting of team building, conflict resolution, goal setting, coaching, mentoring, delegation, change-leadership

Competencies in other languages an asset, French preferred

Hours

Permanent, Full-time position, 75 hours bi-weekly

Compensation

$42.00 - $55.80 hourly
