Job Summary:

Reporting to the Director, Financial Planning and Business Support for the respective Community of Care (CoC) or Corporate area and within the context of the strategic direction and corporate operating plan of Vancouver Coastal Health (VCH), the Manager, Financial Planning & Business Support is responsible for providing leadership in the development, monitoring, analyzing and assessing of the performance of the designated area\xe2\x80\x99s operations relative to the annual plan, and providing business decision support. Key areas for leadership and active involvement and accountability include multi-year forecasting; developing and recommending principles, process and guidelines for budget preparation; operations and capital planning; funding standards & models; performance management; coordination of new initiatives; process redesign; information management; utilization management; and providing financial planning expertise to Operations Directors, Patient Service Managers, Patient Service Directors, Medical Directors and Medical Managers. He/she is responsible for the review and analysis of budgets and proposed initiatives, and participates in the ongoing review of financial systems and processes in order to facilitate improvements in the financial systems. These responsibilities are done in collaboration with the VCH Corporate Financial Services team.


As a Manager, Financial Planning & Business Support with Vancouver Coastal Health you will:

  • Assist in developing multi-year financial forecasts for organizational leadership by reviewing the VCH and designated CoC\xe2\x80\x99s strategic and operating plans; make recommendations for financial reporting and analysis needed to support the strategic plans; prepare summary reports regarding the findings resulting from the analysis performed along with suggested corrective action required. Complete periodic financial forecasts and present these reports with a summary of potential problem areas to the service area managers and directors.
  • Participate in performance enhancement initiatives, including process redesign, by identifying possible opportunities for improvement in collaboration with the service delivery area\xe2\x80\x99s management team members by methods such as gathering information, assessing trends and recommending shifts in strategy where appropriate. Provide project coordination and management when appropriate.
  • Consult with the director(s) of Medical Affairs and Physician Compensation to monitor physician contracts, as well as, the allocation and use of physician sessions approved by the Alternative Payments Branch of the Ministry of Health by methods such as establishing systems and updating the operations plan/budget to reflect changes as applicable.
  • Develop and recommend the process, guiding principles, assumptions and timeframes for the preparation of the entity\xe2\x80\x99s operating budget by providing consultation and expertise to directors, managers and other members of the leadership team regarding the preparation of operating budgets, proposals for new/expanded programs and business cases for increases in staffing/operating budgets.
  • Conduct reviews and analysis of information such as the operating budget, new/expanded program requests and information required by the Ministry of Health by methods such as gathering information, preparing summary reports, identifying strengths, weaknesses and trends, and proposing solutions.
  • Perform financial and statistical analysis of the financial status of programs within the organization by reviewing workload and financial results in comparison with the budget, profitability, efficiency and productivity. Review problem areas with the appropriate manager/director.
  • Coordinate and provide business support such as operations planning and budget framework to programs by methods such as developing and maintaining an inventory of clinical/operational services, preparing and reviewing proposed operating plan and budget, ensuring new approved initiatives are reflected in the allocations, tracking/monitoring performance of the plan, identifying variances, liaising with appropriate managers in developing and compiling changes to operating budgets and recommending budget changes to accommodate shifts in funding levels.
  • In conjunction with the Director, Financial Planning & Business Support and other team members, perform ongoing system reviews for all financial systems and processes by reviewing requirements for integration with other systems, working with other departments and hospital groups to ensure requirements are met, assisting with the implementation of financial systems and processes, including developing implementation plans and timelines, reviewing information and making recommendations to maximize effectiveness.
  • Liaise with program managers and directors to identify capital equipment and project needs by methods such as preparing cost/benefit analysis for capital requests, developing a capital equipment and project priority list, liaising with Corporate Treasury to ensure funding/financing, implementing approved capital requests, completing applicable documentation, communicating status of capital initiatives and emerging capital issues, and providing information to the Capital Planning group for the updating of the VCH capital plan.
  • Identify and analyze proposed new initiatives by methods such as staying current on initiatives under consideration; prepare business cases including capital, operating and startup costs and projected revenues; consult with appropriate stakeholders regarding impact assessment and implementation strategies; measure the performance of the new initiatives against the plan, and identify variances.
  • Conduct statistical, workload and financial analyses on potential program deletions and mergers by compiling information from a variety of sources, analyzing and interpreting the data and reporting on findings. Circulate reports to the appropriate stakeholders and provide recommendations.
  • Participate in quality improvement and utilization management/evaluation systems initiatives as required. Ensure that monitoring processes are in place by methods such as analyzing and interpreting utilization management data, identifying trends and variances, monitoring high cost and volume activities, recommending priority areas for follow-up, gathering evidence of service effectiveness, and identifying output measures to set targets for improved and appropriate utilization of services.
  • Attend and participate in a wide variety of meetings ranging from program committee meetings, and Vancouver Coastal Health regional committees to provide financial information/perspective and participate in decision making by providing information and financial expertise.
  • Ensure services are provided in the most efficient manner by reviewing funding disbursement policies and procedures, recommending changes, and implementing approved policies and procedures.
  • Provide leadership in the changing health care industry by researching financial planning, forecasting, reporting methodologies and business process redesign to meet changing business needs and by assessing and providing input into how industry-wide changes should be reflected in the planning process.
  • Liaise with Facility Planning for the allocation and management of space.
  • Liaise with Capital Planning in the development of the VCH capital plan.
  • Set measurable personal performance goals and objectives within the team environment, incorporating the VCH\xe2\x80\x99s vision and values, through methods such as maintaining and updating own knowledge of clinical and professional development, and developing plans for professional development.
  • Identify information requirements, and develop results to provide relevant information to managers/directors.
  • Carry out responsibilities in accordance with health and safety requirements. Immediately report unsafe situations by notifying supervisor or other appropriate personnel.
  • Perform other related duties as assigned.
Qualifications:
Education & Experience
  • Bachelor\xe2\x80\x99s degree in Business Administration or related field
  • Completion of a professional accounting designation.
  • Seven (7) years\xe2\x80\x99 recent, related financial analysis and financial planning experience in a large, complex, unionized environment or an equivalent combination of education, training and experience.

Knowledge & Abilities
  • Demonstrated financial planning, monitoring, and analysis and reporting expertise.
  • Extensive knowledge of business administration.
  • Demonstrated, recent ERP experience.
  • Comprehensive technical/accounting expertise, process management, analytical skills and business acumen.
  • Advanced technical computer skills in spreadsheet and database usage.
  • Excellent analytical skills and evaluation skills.
  • Broad knowledge of Public Sector Accounting Standards, financial, administrative and contract management, audit and program evaluation principles and practices.
  • Demonstrated knowledge and/or experience with Tableau or other visualization and reporting tools.
  • Demonstrated ability to strategically and creatively solve complex problems within a dynamic and changing environment.
  • Results oriented within a high-pressure working environment with numerous critical timelines.
  • Demonstrated excellent written and oral communication skills including the ability to prepare clear and concise reports.
  • Excellent interpersonal skills including tact, diplomacy, integrity and patience.
  • Ability to adapt information to the interests and understanding of staff, managers, directors, and contracted agencies.
  • Demonstrated ability to establish, develop and maintain effective cooperative working relationships with internal and external stakeholders, including contracted agencies, VCHA staff, managers and directors and to demonstrate a commitment to diversity.
  • Demonstrated ability to work independently, with a high degree of initiative and judgment and in collaboration with others.
  • Demonstrated facilitation skills.
  • Excellent organizations skills, with demonstrated ability to set and maintain priorities, ability to function in a fast paced and changing environment and remain results oriented. Physical ability to perform the duties of the position.
