The AGCO's Licensing and Registration Branch is seeking an experienced Manager, Eligibility - Gaming ("Manager") to join their team. The Manager leads the management and oversight of all processes and activities undertaken to ensure that eligibility criteria for gaming and charitable licensing comply with all relevant legislation, regulations, requirements, and standards. Also, the Manager will function as a key decision maker and people leader, providing guidance, coaching, and operational oversight to a specialized and diverse team. The position will manage complex and sensitive regulatory issues, ensure timely and accurate processing of applications, licenses and registrations, and oversee risk-based compliance activities related to charitable gaming, iGaming and commercial gaming suppliers. In addition, the role collaborates closely with other managers within the branch and works in tandem with branch leadership to achieve overall program objectives, foster continuous improvement, and uphold the public interest.



What You Will Do:



Lead a large, dedicated team of Eligibility Officers and Senior Eligibility Officers in relation to all gaming licensing and registration matters. Closely oversee all eligibility assessments and the issuance of lottery licenses for charitable and/or non-profit organizations. Provide education and guidance to Municipalities, First Nations and Charitable/Non-Profit organizations related to lottery licensing. Respond to and resolve complex and highly sensitive regulatory issues with regards to the application process. Oversee the registration process of all Gaming Assistants, iGaming, commercial and charitable gaming suppliers including all applicants related to the Ontario Lottery and Gaming Corporation (OLG) cGaming, iGaming and casinos. Analyze proposals and recommend decisions related to new and relocated bingo hall applications. Identify contentious issues, determine the need for further investigation/research or if escalation to executive management is required. Act upon applications/registrations that do not meet eligibility criteria by recommending action, including a Notice of Proposal to refuse to renew, to revoke, or to suspend to the Registrar for his/her review and final decision. Represent the Deputy Registrar and Registrar at License Appeal Tribunal proceedings.

You Have:



Post-secondary education in a relevant field such as business, public administration, law, or a related discipline, or an equivalent combination of education and significant relevant experience. Demonstrated expertise in charitable gaming, regulatory compliance, or related areas, with the ability to apply knowledge to complex operational and stakeholder challenges. Detailed knowledge and understanding of all the Acts & Regulations, Risk Based Registration, Registrar's Standards or Policies as pertaining to the licenses, registrations, permits, exemptions or authorizations. Proven experience leading and developing teams, ideally in government or regulatory environments, with responsibility for multiple direct reports and fostering a high-performing, collaborative culture. Strong interpersonal and communication skills, with the ability to engage effectively with internal staff, external stakeholders, and diverse communities, including First Nations. Strategic thinker with confidence, flexibility, and sound judgment in navigating complex, sensitive, or politically nuanced situations. Experience managing operational processes, risk, and compliance activities, with a solid understanding of governance, policy, and regulatory frameworks, and knowledge of industry trends, regulatory standards, and legal frameworks relevant to gaming operations, including charitable gaming, iGaming, or commercial gaming. A valid driver's licence with an acceptable driving record and willingness to travel as required. Eligibility to work in Canada and the ability to successfully complete a criminal background check.

Nice to Have:



Experience building and maintaining collaborative relationships with Operator, Gaming-Related Suppliers, Gaming Assistants, OLG lottery operations, municipal licensing officers, First Nations, charitable organizations, and commercial stakeholders. Awareness of regulatory and industry environments beyond Ontario, including other jurisdictions, public/political considerations, and key regulatory bodies.
