In this role you will be accountable to define annual work plans for your team execute them on time, within budget while in all cases minimizing customer impact. Managing lifecycles, product evolutions, new feature deployments, architectural changes as well as capacity augmentations are the primary function of the team. Additionally owning changes from planning through acceptance is critical to creating the necessary ownership and overlap with operations teams. In this role you will be Leading a team of subject matter experts who work closely with the Strategy, IP Design and Operations team counterparts. Network strategy will consult with Core services designers when defining multiyear architecture evolution plans. The core services design team will use the long-term plan referred to as the network blueprint complete with annual deliverables to align with the long-term targets. The Core services design team will define the appropriate executable plans and budget requirements to achieve the architecture milestones. Although major core node changes are less frequent than access network, after hour escalation is required with this role serving as a primary management point of contact in the process.

Close collaboration will be required with the Network Strategy teams for product specifications and roadmaps, as well as with the IP Design, IP Operations and IT teams to ensure that customer services can be efficiently ordered, provisioned, operated and maintained.

Xplore is seeking a highly motivated candidate for the role of Manager, Core Network Services Design. This role will lead the engineering and design team accountable for access network support systems such 4G Evolved Packet Core, 5G Standalone Core, Broadband Network Gateway (BNG), Radius, DNS, Traffic Management, Vendor specific OSS systems, automation tools and the necessary supporting infrastructure.

This position reports to the VP Design, Wireless Networks

Key responsibilities include:

  • Develop engineering standards for the selection and implementation of new and evolving technologies.
  • Work with the Network Strategy and internal IT teams in the development of customer facing and internal infrastructure and services ensuring scalable deployments requirements.
  • Select equipment vendors and define device configurations enabling delivery of a high performance, resilient and scalable network core.
  • End to end ownership of any core network services expansion and capacity planning ensuring feasibility and cost effectiveness.
  • Ensure designs provided by the Core Network Engineering team are accurately documented (specifications, drawings, configurations, MOPs) and tested allowing for successful implementation, and ongoing operations by the Operations teams.
  • Create project implementation plans and budgets and manage projects for successful on-time, on-budget delivery
  • Collaborate with the Operations teams in the definition of network performance management strategies, KPIs, technologies and related Network Management and Operational Support Systems
  • Responsible for the development of departmental staff which includes: developing and executing development plans, coaching, identifying skill gaps and actively knowledge and experience with peers across the organization
  • Act as point of escalation for any major core network incidents to drive quicker resolution and keep the leadership team up to date. May be required on occasion after hours
The ideal candidate will possess:
  • Completion of a Bachelor\'s degree in Engineering, Computer Science or relevant industry experience
  • Minimum 15 years of industry experience as a network architect within a large-scale telecommunications organization and at least 8 years of functional leadership experience
  • In-depth knowledge of 3GPP LTE and 5G packet core architectures including HLR/HSS.
  • In-depth knowledge of FTTH subscriber management architectures
  • Demonstrated experience developing and applying traffic management policies.
  • Knowledge of IP/Ethernet Quality of Service features such as classification, marking, queueing and shaping.
  • Knowledge of Cisco IOS, BGP, OSPF, MPLS, VPNv4, IPv4/IPv6 environments -associated industry/vendor certifications would be an asset
  • Experience in the deployment of virtualized environments
  • Experience in mobility core technologies would be an asset
  • Experience leading RFI / RFP process for new vendor / technology selection and ongoing vendor management
  • Strong technical project management and engineering skills with an ability to manage multiple priorities and follow through on projects/tasks to completion
  • Passion for building new competencies and processes enabling teams to grow and scale.
  • Attention to detail ensuring accurate network documentation and written standards is created for use by network peers
  • Proven ability to break down barriers and foster collaboration across functions and teams
  • Willingness to undertake occasional after-hours escalations and travel
