POSITION PURPOSE
Reporting to the Director, Housing Strategy & Program Delivery, is responsible developing a network within which to plan, develop, document and implement the effective delivery of initiatives and programs that enhance the Branches goal of creating healthy communities both within social housing and interconnected with the broader community; leading a staff team in both direct service delivery to clients across the community as well as program development and delivery through internal and agency partnerships.

MAJOR RESPONSIBILITIES

  • Advances community building efforts in the areas of resident engagement, youth development, community economic development, support to vulnerable residents, appropriate organizational roles related to direct social work delivery, expansion of prevention programs and client supports.
  • Develops and implements policies, strategic planning processes and operations of the work units, including communication strategies, service level and quality standards, and related business processes and systems.
  • Identifies and recommends opportunities for integrated services both within the Branch and the Department within the community, supporting or leading work plan development, and acting as project lead for interdepartmental or inter organizational task groups.
  • Develops and manages partnerships with community agencies delivering service within Housing York communities, ensuring that program matches community need, that a regular evaluation process is in place, and that all contracting requirements are met and maintained.
  • Leads collaboration across the Housing Providers in the Region to develop community partnership strategies, identifying opportunities for program development, particularly in the areas service to victims of family violence, newcomer support, recreation and aging in place strategies.
  • Identifies new opportunities for community partnership based on identified community need, developing and communicating accurate data to support program development.
  • Leads direct service delivery for social work programs within Housing York and through provincial health related funded community outreach services, working in collaboration with key stakeholders.
  • Participates in the Departmental budget process by preparing the business unit annual budget, special project budgets and business/work plans and the ongoing and reporting of expenditures.
  • Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Manages the implementation of process improvements and special projects.
  • Liaises with and proactively develops relationships with stakeholders including government/non-governmental agencies and the public, to facilitate the delivery of services.
  • Performs other duties as assigned to meet Departmental goals and program/service objectives.

QUALIFICATIONS
  • Successful completion of a University Degree in Social Sciences, Social Work, Community Development, Health Promotion or a related field or approved equivalent combination of education and experience.
  • Minimum five (5) year’s experience in program development and evaluation, community development, and a proven ability to foster positive working relationships with clients, community agencies, municipal services and staff and demonstrated supervisory or leadership experience.
  • Experience in conducting community needs assessments and joint planning, initiating and managing projects, and proven experience in facilitation, and strategy development.
  • Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
  • Well developed political acuity and understanding of community dynamics.
  • Contemporary supervisory and human resource management skills.
  • Computer literacy utilizing MS Office software applications.
