Nova Scotia Environment and Climate Change\'s role is to protect the environment, human health and farm animal welfare through regulatory excellence, conservation, partnership, and promotion. About Our Opportunity

As the Manager of Climate Change Mitigation, you will lead the Climate Change Mitigation team in the development, implementation and evaluation of policies, programs and regulations with the objective to reducing GHG emissions, creating jobs and transitioning the province to a low carbon economy.

You will take meaningful action on climate change which will involve collaborating and building partnerships, to coordinate and advance initiatives across government departments. You will develop and grow relationships with many diverse communities and stakeholders while also collaborating at the provincial, national, and international level and focusing on shared objectives while representing the province.

Primary Accountabilities

In this role, you will manage the implementation and operation of Nova Scotia\'s Output-Based Pricing System. You will also provide strategic advice to senior leaders and clear direction to your team for the successful implementation of the Minister\'s mandate letter items, departmental goals under the Environmental Goals and Climate Change Reduction Act (EGCCRA) and Climate Plan actions that have been assigned to your team.

On an ongoing basis, you will manage climate change mitigation policies that impact the electricity sector specifically, including the Greenhouse Gas Emissions Regulations and other evolving and emerging policies in other sectors of the economy. This includes stakeholder engagement, policy analysis, and providing advice and recommendations to senior leaders within government. You will collaborate with officials from other government departments, other provincial governments and the federal government on the design and implementation of climate change mitigation programs and policies and prepare formal submissions to federal regulatory consultations.

You will also manage and verify provincial GHG reporting to the National Inventory Report, report on Nova Scotia\'s contributions to Canada\'s 2030 Emissions Reduction Plan and support annual progress reporting on Nova Scotia\'s EGCCRA and Climate Plan actions.

As a strategic leader, you will hold your team and yourself to high standards of work, integrity, and thorough analysis. You understand the importance of effective and clear communication whether it is internal to government or out in our communities. You can convey complex policy and science to decision makers in a way that enables good dialogue, and you provide sound advice.

In this role, you will create an environment that promotes continuous learning and improvement by seeking out feedback from your team, colleagues and others while being open to critiques that help to improve outcomes. Within this ever-evolving climate change subject, you will lead through change and be willing to adjust quickly, when needed.

As Manager you also work with the Management team of the Climate Change Division to achieve the objectives of the department. This includes budget and human resource management, priority setting and working across divisions.

Qualifications and Experience

A relevant bachelor\'s degree plus 6 years (or master\'s degree plus 4 years) of progressive related experience or an acceptable equivalent combination of training and experience is required. This position requires competencies in the management of people which can be demonstrated through formal or informal experiences, such as but not limited to, managing staff and leading senior level project and/or program teams.

Demonstrated experience in the following is required:

  • Implementing carbon pricing systems;
  • Developing climate change mitigation policy in the electricity sector;
  • Leading teams through complex regulatory policy development;
  • Conducting thorough policy analysis through advanced research, planning, project management, critical thinking and analysis skills;
  • Effectively engaging and building alliances with stakeholders who hold disparate views on contentious issues/leading change management processes; and
  • Leading others with a demonstrated ability to support and engage team members.
As the successful candidate, you have knowledge of current provincial, national, and international climate change policies, programs and plans as well as a strong understanding of how the initiatives impact the people, communities, and businesses of the province. This includes experience negotiating agreements and/or approaches with other levels of government and/or non-government partners.

Specific experience in economic and GHG emissions modelling and development of emissions measurement and verification processes is a strong asset.

The willingness and ability to share data, ideas and experiences with colleagues that may assist with policy planning or partnership building is a strong asset.

Excellent verbal and written communication and persuasion skills are required.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

An equivalent combination of training, education and experience will be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.

Equivalencies which may be considered include other education or training related to climate change as well as extensive experience in the field.

Working Conditions

Normal work week is 35 hours/week, 7 hours/day. May be required to work overtime on occasion.

Pay Grade: EC 12

Salary Range: $3,561.95 - $4,452.43 Bi-Weekly
